Stone, of Pennsylvania, believes that he has a solution of the problem as to the proper investment to be made with the deposits of the postal banks. His propositicn is that the Post. Office Department. shall invest.the deposits in county bonds, the proceeds of which shall be used in the building and improvement of country roads, the Government see. ing to it that the money is used for this putpose. Ha embodies thisin a proposed amendment to the postalsavings bill,;-which is as follows: “Preference shall at.all times be given to such investment of the postal savings as will put them into active circulation in thé rural districts, and for that purpose the Department may purchase bonds issued exclusively tor the building or improvement of county roads, subject only tosuch limitations and restrictions and such provisions for the security of the United States as may be agreed uy on and prescribed, frbin time totime, by the Secretary of the Treasury, the Attorney-Genera', the Postmaster-General], and the Secretary of Agriculture.” can ‘The simple proposition is that the counties shall issue bonds and pay the same interest on them tLat the Government must pay to the depositors in the postal banks. This interest would be more than met by the money which is annually expendei throughout the country in the improvement of roads, or rather in keeping roads from deteriorating into an impassable condition. POSTAL SAVINGS. BANK. A great deal of interest is manifested over Postmaster-General Gary’s postal savings bank proposition, and considerable is being said pro and con on the subject. Several strong objcctions are ‘ made to the scheme, and opposition will doubtless come from various quarters, the claim being made that the establishment of the system would drive private savings banks out of existefhce; that the Government could not find a suitable investment for the deposits, and that the whole thing is too paternalistic to be considered. The general opinion is, however, that the establishment of postal savings banks would be of great benefit to the common people, the farmers, the mechanics, and the artisans, who do not. have opportunity to look about for safe, profitable, and satisfactory investments, but who would gladly and confidently deposit their savings with the Government. It is not thought that the establishi “ment of the project would prejudice " the interests ofe the private savings banks. and in rurals districts geverally money is kept in hiding and not in banks. Farmers and others havea distrust of banks in general, and will not deposit their savings in “private concerns, » but hoard it in old stockings and bury it in the'earth. ‘Tn.many sections of the West, A PHILADELPHIA man over-exerted his lungs until at last they rebelled and began to swell up.
