Notwithstanding the fact that the ball was postponed from the usual date for which it was set, it did not detract one iota from its. success or materially decrease the large attendance, which is generally the case with all postponed events given here. The Native Daughters are social favorites with-our-people and they have the enviable reputation of doing everything first-class, whether a lodge entertainment or a grand ball, ‘and spare neither time, hard work nor expense to make it so. And the people of this community appreciate their efforts, too. . The friends and constituents of Senator Perkins will feel greatly pleased by the compliment which is reported has been extended to the senior Senator from this State by a practical offer to him of an appointment as Secretary of the Navy, to be made when Secretary Long retires, as he will do in a short time: It was reported recently that Charles H, Allen of Massachusetts was the selection of President Roosevelt for the position, but a later dispatch from Washington represents that Senator Perkins could have had the position had he desired it, which he does not seem to do, preferring to remain a Senator from California. The honor of receiving an offer, however informally, of the position of] $60.00. head of the Navy Department must be gratifying to Senator Perkins, because to occupy that office would be an ideal rounding-out of the career which he began just fifty years ago as a sailor boy at the early age of twelve years on au American ship. And he would make an ideal Secretary of the Navy: The appointment would be the crowning of a most honorable career and naturally it would gratify the California Senator’s pride to occupy the office; but on the other hand, being offered the position constitutes the greater part of the honor, and to hold it would not give him greater power or influence than that he posseSses at present, if, indeed, it would be as great. So, California, which would be pleased if Senator Perkins, being offered the position of Secretary, should accept it, would be even more pleased if he should decline it, in order to remain a Senator from this State. aaee_eeneeee eee Big Court Business. 5 During the year 1901 thé Supreme Court decided 701 cases in which written opinions were filed. This, of course, does not include the large number of decisions-rendered on petitions, applications for criginal writs, motions, etc., but covers only appeals in which transcripts were filed and briefs written by the attorneys employed. The total is the largest number of decisions reached during a period of several years, and it is doubtful whether the court will ever exceed it. While these 7or cases were being disposed of, 623 new appeals were filed; so that the court only disposed of 79 cases more than were presented to it in the form of new business. It is staied that the general calendar of the court is two “years behind in Sau Francisco, one year in Los Angeles.and somewhat less than one ‘year in Sacramento, and it is predicted that if no more appeals are taken and the gain recorded: last year is continued, the court will catch up with its business in about three years. . These statistics indicate, however, the necessity for a change in our judicial system, whereby large number of appeals to the Supreme Court will be cut off. At‘the-present time the Supremé Court is working at high pressure: The Justices never take a day off, but grind away incessantly upon their calendar. If a break-down of any sort should take place, there would be a serious let-up in the output of decisions; and this is liable to occur at any time. What the State needs is district. courts of appeal, in which two-thirds of the cases now. carried to ‘the Supreme Court will stop forever. Such asystem-would cost no more than’ the present one and would be’ decidedly more satisfactory; but until the people are willing to vote the change by constitutional amendment, the present law will have to pital, $9.50.
