F Russia and Japan do not finally come to blows it will be because each is afraid of the outcome of a war. Judging from the relative sizes of the two countries, the contest would seem an unequal.one, for Russia is far larger and has a greater population than the United States, while Japan is one of the smaller powers, but it is probable that the very size of Russia would prove an embarassment. A good, vigofous, business-like yellow-jacket can put a husky man to flight, notwithstanding the disparity in size, and Japan may -~»—-prove to be the wasp. Even with its trans-Siberian railroad, the transportation of troops and supplies to the seat of war would be a very serious and costly matter for Russia, and the necessity of guarding the road at danger points would be even more expensive and troublesome. Warlike operations are rapid in these days. “The nation that strikes the first effective blow gains a material advantage. If war should break out, the whole strength of the Japanese army and navy would be at the scene of hostilities and although Russia might and would ultimately crush the Japanese if the war were sufficiently prolonged, yet enormous damage would be inflicted on the Russians in the meantime. The situation would be very similar to that existing in South Africa during the Boer war where ultimate victory cost England dearly; but there would be this very important difference, that the Asian struggle would be a greater one and its final results less certain. ere iat os i ee ee ee ee ee FRAUD AT LAST TRIUMPHS .T last the faker has attacked pure food in its last ditch, AN so to speak, in the stronghold hitherto deemed impregnable to even the shrewest imitator. Nor is-this objected to, except in the case of religious excitement. If the richest ledge of gold ever heard of should be discovered tomorrow near Nevada City, would not this city be? And no. one would object, So if the life of our nation should be endangered. Indeed, even_in the average political campalgn it is not uncommon for the “political pot to boil,” while there is excitement enough on the floor of the stock exchange to fill the average citizen with wonder. Some minds ere unfortunately so weak that the slightest excitement on any gubject is liable to caus3 them to lose their balance, What, then, fs the progress of the world to stop because of that? For certain it is that no bigh achieve ment is possible withoat enthusiasm. A dall, monotonous, dead level kind of an existence may be all right for a turnip, but it is mighty uninteresting for a man and will result in very little of consedtence to the world. The tight kind of excitement is always under control of judgment and conscience and is not only a blessing, but is an eseential to the progrese of every great enterprise. i Laid at Rest. The faneral of the late Edward P. Carr took place this afternoon from St. Canice’s Catholic chureh. The serviccs were attended by many of the deceased’s friends, and numerous expressions as to hia kindly ways were made. The pall-bearers were: Judge J. M. Walling, J. GQ. O'Neill, O. O.°Conlan, Hugh Marchie, J. G. Neagle and William Walters, amounting to $400, was found correct and ordered paid from the General Fand. The claim of O, J. English for jabor on roads, amounting to $62, was orderdered paid oat of the Third Road District Fand. , W. W. Waggoner, viewing roads, $10. Ordered paid out of the First Road District Fund. County Recorder Peard was authorized to procure a new book ty pewriter. H. J. Wright appeared before the Board in regard to properties that were doubly assessed. It was ordered that the same be cancelled. Poll tax ordinance No. 81, ordered published in the TRANsoriPr. Petition for road from Newtown to Nevada City was filed with the Board and the followicg viewers appointed: W. W. Waggoner, Ralph Gaylord, W. J. Organ, W. H. Martin and 8S. R. Weeks were appointed to attend the convention of the Sacramento Valley Development Association which meets at Sacramento January 16th. County Surveyor submitted a report to the Board stating that in com pany with County Assessor Schroeder he hed measured the Central Pacific Railroad from the State line monument to the granite monument on the line of said road set by Tiffany and marking the boundary tetween Nevada and Sierra counties, and found the distance to be 8111 feet or 151 miles. That he surveyed with Joho Fay and Mr. Schroeder the Boca and Loyalton R. R. between the (disputed lines for the couaty and found the distance to bs 1.78 miles. To Experiment. i BERKELEY, January 7.—Professor O. W. Woodworth of the Department of Agricaltare at the University of California is preparing to condust a practeal course for agricultural students in ‘‘Bees and Honey-Making” during the coming term. In conjunction with this couree Professor Woodworth will conduct some important experiments with a have of bees that he installed in the garret of the Agricultural College today. This hive of bees has been placed apon a scale and carefully weighed and a record of the amount of food that goes in and the amount of honey prodaced will be kept. The bees will be fed mostly on suger, which fe cheeper than honey. The results of thie experiment, Professor: Woodworth , belteves, will be of benefit to the farmIn Excellent Order. The Board of Supervisors visited the County Hospital today and made & thorough examination of that institution and its surrouudings. Everything in the several wards was found . to be in excellent condition, and the good care bestowed upon the inmates was to be seen on every side.
