Section 10, Every owner or keeper of an exress wagon, dray or other vehicle engaged
in hauling, carrying or transporting goods,
wares or merchandise for hire or tee from
one portion of the city. to another shall
pay a license of two and a half dollars per
quarter, if drawn by one ahimal, and fifty
cents additional for each animal used above

Section 11. Every water company, when the
