As it reads now the constitution, referring to cities, says: “And all-charters thereof—framedor adopted by authority of this constitution shall: be subject to and. controlled by the general laws.” The amendment would insert in this sentence, the words, “except in municipal affairs.” In other words, the amendment would make city charters, in purely . city affairs, free from interference by State laws. ‘Senate Amendment No. 13 seems to be designated to square the new San Francisco charter with the State con‘stitution. It formally authorizes cities, by virtue of their charters, to establigh and regulate in their own way, police courts, boards of education, police commissioners and boards of election: Assembly Amendment No. 11 merely drops the word “male” out of the provision which now says: ? “Every native male citizen of the United States,” etc., may vote, But elimating this one word a revolution would be° wrought, for the ‘ Probably Another Tic: et. It looks very much now as though there would be two Democratic tickets in the field during the coming campaign. There is a large ‘sentiment against the free coinage of silver in other States than those which declined part in the nomination of a President in the late: Democratic convention. With those forces massed. they will make a formidable array against free silver. Atacaucus of the gold men in Chicago, they provided for a committee, one member from return home, feel the pulse of the people and report to Senator Gray of Delaware his findings. Using these findings as a basis, they will come toa judgment as to the advisability of putting out a ticket, and a Democratic platform. W.C.
