PROTECTION. “And It Is on a Par With That of a Higher Grade, The Oroville Register, in an article on better protection to home merchants, says tour or five times a year some firm —or persons come there selling goods at auction, claiming that they are sacrificing the same and roping in many people to purchase old and shelf worn goods at a round figure. The town merchants pay the taxes, while. these traveling men pay buf little anywhere. There should be some law or ordinance passed to protect the merchants of a town against these swindlers. The Marysville Democrat says it has taken the same position and on several occasions have waged. war against them,. It has steadily refused to give this class of business special rates and has at all times given the legitimate home merchants the best position and lower terms in advertising. On several occasions it has cautioned the readers and public against permiting these traveling fakirs to swindle them, and in one or moré instances has mentioned them ‘by name. One of these men,.who travels from town to town selling a cheap grade of ptical goods, recently threatened to bring tlicted by daring to tell the truth. Oi course there may be good men engaged in the business, but unless they become permanent'residents-and help pay the taxes, the home merchants should be given the preference. Recently the City Council passed to print an ordinance that fixes the license at $50 a month for all of these traveling salesmen who stop in Marysville, This is simple protection by legislation, the levying of a heavy tax on those who temporarily share the benefits derived by trading in this market, This is upon the same theory that tariff duties are levied upon the goods, wares and products of those who reside in foreign countries. The pole line for the Nevada County ‘Electric Power Company ik being surveyed .crew of men were set to work putting up ‘the poles between Grass Valley and Nevada City, The company’s electrician is expected here in a few days and it will not be long Before the two large dynamos arrive. The following we find in the San Francisco Chronicle of yesterday : . . Nevapa Crry, July-14.—For more than two years this community, depending entirely upon the gold that can be.dug from its leads and ledges, has held place as one of the most uniformly prosperous towns of the State. Neither drouth nor flood can blight the yellow crops that respond to the diligent efforts of the miners from their claims, .they are working more and larger mines than ever, more men are on the payrolls than at any previous period,’ the oldtime standard of wages, $3 a day in quartz and $2.50 in gravel has been maintained without the présence ofan organizéd labor union, and a larger proportion of the properties are being worked at a profit than before, : About thirty mines are being operated in this immediate district. In these there are 204 stamps, of which all but about twentyfive are constantly dropping. In all, about 600 men are regularly employed, exclusive of a good-sized contingent who are prospect-: ing. Ata very moderate estimate, $250,000 a month is taken from the mines, the output varying but little from month tomonth, There are enough miners here to meet the. demands, and the outsiders, many of whom are always coming to the district in search of employment, -find few situations open. Among some of the big Nevada City quartz mines are the Providence with forty stamps, working 115 men; the Champion, having thirty stamps and about 100 employes; the Nevada City, which runs ten stamps and has forty men on _its pay-roll; the Federal Loan with ten stamps and twenty men; the Mountaineer, the Murchie and others, Among the way of drift gravel mine that have long been yielding yood returns are the East Harmony, which works forty men, and the West Harmony with tifty men, ‘These two mines use stamps to crush the gravel, before it is washed, the former having ten and the latter fifteen. Besides the mines above mentioned, are many other newer, and in several instances eqnally promising ones, in active operation, such as the Spauish, having ten stamps and twenty-five men, the Mayflower, now adding twenty stamps to the four heretofore used, and working forty men; the Stanford, just completing a ten-stamp mill, soon to have twenty men; the. Reward, Bellefountaine, Home, Cadmus, Kirkham, Holmes, Bismarck, Constitution, Enterprise, Britland, ‘Trevaskis, Coan, St. George and Buckeye, keeping from three to fifteen men each busy. In gravel, the Odin Company is prospecting on an extensive scale, with excellent prospects of success, Several other gravel claims are being tested in a smaller way. There are tnany ledges in the county, many of which only await the touch of capital to render them productive, Some of these have yielded fortunes in former years, and then been abandoned. Some of these are now being reopened, with splendid results, as ia the case of the Gold ‘Tunnel, Murchie, Cunstitution, Stanford and others. Among those still idle are the Sneath and Clay, Charonat, Texas, California, Banner and Green Mountain, Among comparatively recent notable sales is that of the Mayflower to C. D. Lane and Alvinza Hayward. Mr, Lane is owner of the Utica mine of Calaveras. Mr, Lane is putting up one of the finest hoisting and milling plants on the Coast, and is preparing to work to a depth of 5000 feet, That the mines of the district hold their richness with depth is shown by the Providence, which is now down 2100 feet, and has some of its best ore bodics in the lower levela, The experience at the Champion has been similar, Another important deal is pending, and will probahly be carried through, A rich French syndicate has bonded the Providence, Champion and Fortuna mines, al! being adjoining contact veins and going to make up the most extensive combination uf tich properties in California, The reported option tigure on the Providence is $1,400,000 and on the Champion close to a million, The figure at which the Fortuna is put in cannot WILL HAVE A BLOODHOUND, —— Sheriff Douglass Has Been Authorized to Buy One For the County. -For the past twenty years there has been more or less talk about the county owning and keeping one or more bloodhounds, to be used in trailing criminals or in running down escaped prisoners. Whenever a stage robbery has occurred, whether attended with murder or not, the advantages of having bloodhounds handy have been freely discussed, the consensus of opinion favoring the keeping of these keen-scented dogs for public use, Notwithstanding the many robbezies and other crimes that have been committed in our county and the escape of the perpetrators in numerous instances, no bloodhounds have ever been procured. At last, however, the county is to have one. The Board of Supervisors yesterday author— ized Sheriff Douglass to purchase a bloodhound, and appropriated for the purpose the sum of $100. We presume the ‘‘dorg” will be secured without delay, “There is no doubt but what bloodhounds can be used to good advantage in hunting criminals, provided the dogs have been trained some and are taken to the spot where a crime was committed before all tracks have been walked over or disturbed by the people who usually flock tothe scene if within three or four miles of it. Had trained dogs been put on the track of the Cummings murderers before -the woods in the vicinity swarmed with people, they would no doubt have run them down in a few bours. And so in the case of the murder ot G, Gallivottiand the still later killing of Arthur Meyer by a highwayman, the guilty party might have been easily tracked by bloodhounds if the dogs were near at hand and put to work right away before the excited people went rushing through the woods. The dogs and their master, together with the officers who are to follow them, should be allowed to reach the place before any tracks or other signs of the criminals have been disturbed, in order that the proper bearings may be taken. and the dogs put on the right track. Bloodhounds have a remarkable faculty of fo llowing the track of a human being, but they must be started on the right track, else nothing—will—be-ac— complished, There should be two or more hounds together, as it would be an easy matter for an armed robber to kill one dog, and perhaps have time then to make his escape.before the officers could come Up, as the hounds are sometimes quite a distance ahead, But then one hound is better than none and we may get one or two more. in time. «oo ee The Old Curiosity Shop. _Can you locate it? Jacob Neff, who is President of the California Miners’ Association, was in San Francisco the other day, and, among other things, said to a réporter: ‘*When I speak of the demand for mining land, I mean, you understand, gold properties. We have no silver ones that amount toa great deal, But from the present outlook I. believe the gold output of Placer county will exceed the output of Nevada county by a large figure.” We are of the opinion ‘that when the gold product of Nevada and Placer counties for the year 1895 is figured up it will show just the opposite from Mr. Neff’s prediction; at all events, we feel confident that Nevada county will hold its own with Placer, unless the amount of mining being done in that county greatly exceeds what. we think it $100 Reward, 8100. Disgraceful Actions. “Complaints were made to our reporter today that disgraceful scenes were enacted on Richardsun street, opposite the house of ill fame, on Saturday and Sunday nights, Saturday night a party of twelve or more young bloods came down from Nevada City in a wagon and visited the place and when about to depart, inmates of the house and all, Game on the street and created most fearful language and much noise. The same actions were repeated Sunday night, Respectable people living in the neighborhood have rights which must be respected find themselves in trouble.
