The Grand Jury of Napa county farnishes inthe following suggestion a recommendation that Nevada county might find it worth while to act upon hereafter in buying: supplies of all kinds: “Our knowledge and investigation disclose the fact that there are purchased in the ‘open market,’ so-called supplies which, in the aggregate, amount annually to a very considerable sum. Complaint is made that upon such purchases there is generally no adequate or proper chance given for competition, -80 that the interests of the people may ‘be/protected.
