Black, has forwa .cd copies of the following letter to e.u of the County and City Boards. of Education in the State: “Your attention is respectfully called} to the decision of the Supreme Court of this State, filed July 9, 1897, in th case of Edith Mitchell vs. the Board o Education of San Diego County. « “The Court holds that the Legislature has authority to .prescribe the rules that shall govern County Boards of Education in the control of ‘the: examination of teachers and the granting of teachers’ certificates, and that any rule adopted by said boards. in conflict with the statutes is null and void. “In this case the constitutionality of Section 1503 was in question, and the . Sapreme Court holds that the section ‘is constitutional and binding on County Boards of Education, and that any rule of such boards denying a: grammar grade certificate to any graduate of a California State Normal School is in excess of the power granted them by Section 1771, Political Code, and; therefore, of no force whatsoever. The full text of the decision ought to be on file * Hundred Years Ago. Modesty, as has often been said, “may almost be considered a matter of time and place. In the time of George III of .
