FX, Effect of.a Aaiak Supreme. Court
De :ision.
State Superintendent of Public Inate ction, Samuel T. Black, has forwa .cd copies of the following letter to
e.u of the County and City Boards. of
Education in the State:
“Your attention is respectfully called}
to the decision of the Supreme Court
of this State, filed July 9, 1897, in th
case of Edith Mitchell vs. the Board o
Education of San Diego County. «
“The Court holds that the Legislature has authority to .prescribe the
rules that shall govern County Boards
of Education in the control of ‘the: examination of teachers and the granting
of teachers’ certificates, and that any
rule adopted by said boards. in conflict
with the statutes is null and void.
“In this case the constitutionality of
Section 1503 was in question, and the
. Sapreme Court holds that the section
‘is constitutional and binding on County
Boards of Education, and that any rule
of such boards denying a: grammar
grade certificate to any graduate of a
California State Normal School is in
excess of the power granted them by
Section 1771, Political Code, and; therefore, of no force whatsoever. The full
text of the decision ought to be on file
* Hundred Years Ago.
Modesty, as has often been said, “may
almost be considered a matter of time
and place. In the time of George III of .
England, though the drapery was of the
scantiest, it-was not considered delicate . .
or refined to uncover the forehead. Some
young ladies who had been abroad were .
considered. bold:"looking because they .
wore their hair Madonna fashion. La-.
dies not in la premiere jeunesse very .
generally wore wigs. The princesses,
had their heads shaved and wore wige'
ready dressed .and decorated for the
evening to save time for the toilet. .
Widows ‘almost always shaved their .
‘heads. L urray says her mother’s;
beautiful tae was cut off for her deep,
mourning, and she never wore anything .
but a. wig in after years. .
At Windsor castle in those days .
luncheon was not, as it is now, a gen.
eral meal. Each lady had a chicken, a
plate of fruit anda bottle of king’s cup’
(the peel of:a lemon put to soak for’
some hours in cold water and then .
sweetened with sugar) brought to her.
room every day. Those were the days)
for servants’ perquisites. On all the’!
highest saints’ days a tinsel cross of .
divers colors was placed on the tables ,
of the ladies or sent’ to their residences, .
and a guinea ‘was understood to be due .
in return. A bottle of-wine every two .
days and unnecessary wax candles ‘were .
the perquisites of the ladies’ maids. i
Your
Cough,

‘there is something foreign

there. Youcan quiet the noise,
but the danger may be there
just jthe same. SCOTT’S
EMULSION of Cod-liver Oil:
is not a cough specific; it does
not merely allay the symptoms
but it does give such strength .
to the body that it is able to
throw off the disease.

Candles were extinguished as soon as
lif, to be carried off by servants. Pages
were seen marching out before the ruyal
family with a bottle of wine sticking
out of each pocket, and the state page
called regularly upon each person whc
attended the drawing rooms, with bir .
book, to receive the accustomed gratuity. The ladies in waiting then wore
the Windsor uniform, which is at pres.
