PROSPSERITY'S WAVE, Colozel «Shaw Opiuss It Passed Him Bousd This Way. “Yes, the wave has struck the other const aud Iam not sure but that it has mude iiS way across the continent ahead of me on the railroad train,” said Col. H. GC. Shaw of Stockton to the Mail man~as he greeted -him on the sireet, The-+Colonel left the 15th of last month fora visit to the East, going as far as “way down East in Maine.” He spent several weeks in that State and also visited at Boston, stopping at New York and Chicago on his way back. “There is surely.some truth in the reported revival of business in the Eastern cities,” continued Mr. Shaw, “for I could see that things looked brighter than they used to write me that they did, and the business men tuld me they were really so. Some say that t didu’t talk to Democrats on the subject and I confess that I didn’t want to, for they really seemed to be sorry that the times were better than they had been. For that reason I found that they were pretty good people to stay. away from when the subject of politics was mentioned. Several times on my way across the country I talked with travelers. as they got on the train and I seemed to find that the wave of prosperity had already reached most of the places. The last man that.J talked with was a merchant of Butte, Montana. His report was that the people of that community were overjoyed at the prospect. Not only were the mines doing well but the sheep men, of whom there are many in Montana, were coming outa long distance ahead of the money making game on account of the improvement in their business. He declared that he had seen more men seeking business and more money seekiug opportunity of investment within the last four montbs than he had in the four preceding years. That is the one test of whethe, confidence bas been restored. When the people are afraid to let their money go into a business enterprise it is because they are afraid that that enterprise will not be successful. It is that tear is passing away from the minds of the people. We have some ot it already ou the coast and we will get more.” THURSDBA'.. _-——¢-e@e-2 —--——-—— Not as Predicted. Those prophets of evil, predicting all sorts of failures and misfortunes for Secretary Sherman’s conduct of the State Department upon the theory that he had passed the stage of active life und usetulness,find themselves brought up with a round turn by Mr. Sherman’s ringing letter of instructions to Minister Hay on the fur-seal question. No document emanating trom the State . T. V. Powderly, of Pennsylvania, ‘the old-uume Master Workman of the Koigits of Labor, has been appointed by President McKinley to the offive of Commissioner.of Immigration. This is a proper and meritorious appointment. No abler friend and co-worker among Jaborers can be found than Mr. Powderly. It was only because of his conservative notions and reluctanee to order strikes that he was superceded in the order of. Incidents That Led Up to the Two Dollar Change Rule, The court of appeals of the city of New York, in the matter of making conductors need not change $5 in order to collect a’single fare. All street railroad companies are required to have a rule to the effect that the conductors furnish change to the amount of $2. Beyond this they need’ not go unless they choose, If the conductor demands fare and the passenger has nothing less. than $5 with which to pay it, . the conductor is upheld by law in. stopping the car and requesting the passengér to get off. Failing to do this, he can use reasonable force in : ejecting the delinquent. Actions for. assault and battery which under, almost any other circumstances would hold are not admitted in’ cases like this in New York state. It is not difficult to see how it. might be extremely inconvenient, if not impossible, for a conductor to_ change $5 notes for 5 cent fares. SCOTT & BOWNE, New York. who was understood as not particu. larly obliging, was made the victim . of a practical joke that nearly upset . him. A couple of young women . boarded a car on their way down . town. They really had no change . and nothing smaller than $5. They . offered it, and the conductor rather . rudely declined to take it. There} was no law or rule limiting the . amount he was to make change for, . so the girls insisted, and the man . had no alternative but to stop his . car ata corner and go into a store . and get the change. He was delayed . and came back very angry, in con. sequence of which he made some” remarks not strictly in accordance . with the usages of polite society, . ending .up with the declaration that . if those girls came on his car again : with a $5 note to change he would . put them off. A few days afterward . ademure looking damsel boarded . his car at a long distance up town. . She offered a $5 bill with an apology, saying it wag the smallest she . bad and would he please change it. . He attempted to do’so and succeeded . only after all the other passengers . had paid in their fares. A few blocks lower down, on came another miss with another $5 note. This the man was obliged to get: change at a store near by where he always stopped to water his horses. Some distance farther this experience was repeated, until, before the shopping district was reached, . seven $5 bills had been presented by seven young women, who from all as permit butter to melt in their mouths. Long before No. 7 made her appearance the passengers had caught the little game, and~as the conductor was known to be of an exceedingly irascible disposition they had their own fun over it. The girls did not even look at one another, nor did they give a single hint that they were acquaintéd. It is doubtless incidents of. this sort that have made the restriction to $2 necessary.—New York Ledger. Scientists’ Wives. Apropos of the droll surprises that await the woman who marries a man addicted to practical science the following anecdote is related: On the Palisades a cottage had been erected containing a laboratory for the development of untold scientific mysteries. One day the unscientific bride observed a water bug—which had apparently mate rialized for the occasion—endeavoring unsuccessfully to climb out of a deep tub. Not having a fondness for bugs, she called to her husband to come and seize him and put him to death, The husband gallantly rush ed to the rescue, but, becoming interested in the scientific aspect of the creature, slowly replicd: “No, I'll not ‘kill him. I'll take his weight and the-angle at which he invariably slips back into the tub, and then we shall have his co. efficient of adhesion.”’ Whereat the amazed lady became speechless, marveling great at the) resources of the scientific masculine . mind.— Youth’s Companion. ! —_——— When They All Fell In. Most of.these worthies attained distinction of one sort or another in their later years, and the conscience of the day suffered no great shock from their convivial doings. A story is gayly told of one of them return. ing alone from a dinner and falling through a grating in the sidewalk. He could not get out and feared an ill night of it, but one by one the rest of. the party which he had left fell into the same pit, and there . they spent the remainder of. the . night happily together.—Bookman.
