“JHE EXCEPTIONALLY HOT WAVE which we experienced last
week has passed away, and for the past three days our usual’ mountain breezes have prevailed and the weather has been many degrees
cooler. We should be thankful that we live in the Sierra Nevadas.
A man said the other day, after wiping his dripping brow, that the person
who will put in three months of summer in the Sacramento_or San Joaquin
Valleys sliker tas business of the urgency of life and death on hand or he is
too poor to get away. The observation was made on the second day of the
recent hot spell. ;
And he was probably sorrect in his conclusion, for he hailed from one of
the valley towns. ‘
In Southern California, where they splice their thermometers together in
order to get on long enough to register their summer temperature, the man
who will talk about heat as anything else than a blessing is given his passports forthwith, The heat there is necessary, they say, in order, to make.

LTHOUGH we are quite confident that the Republican party, which
has brought the country safely from Bryanism to prosperity, and
through the Spanish War and Philippine insurrection, is amply .
able to eonsider and determine any and-every one of the National problems
before us, it must be frankly admitted that the one involved in our relations
with Ouba is not quite as easy to handle. =
With considerable regret we must accept as probably true that the President has net been loyally backed by his party in Congress in his attempt to
carry out the Cuban policy of his martyred predecessor. That. policy, intrinsically, may have seemed to threaten the position of the beet sugar interest;
but like all other of the McKinley policies, it aimed at the ultimate good of
the Republican organization, and indeed was designed. to conserve the principle of protection to American industries, -No one better than did the late
President understand that, unless we should assist the Republic of Cuba by
granting tariff concessions, annexation inevitably must follow, with a congsequent sweeping awag. of-all tatiffs. This cousideration, apparently. ia but just
dawning apon the befogged intellects of the Congressmen who recently would
not permit-even the remission of the 20 per cent. in favor of Cuba, that the
Dingley tariff law was framed to allow to any pation giving us corresponding
tariff advantages, ;
Probably we need not strain necks to demonstrate that notbing could be
done for Cuba in the late session of Congress, except by resort to Democratic
votes, because a majority of Republican members could not be induced to
support the promises of the dead: President and the effort of him who followed to redeem them. And we are sorry to hear it eaid, and know it to be
believed to an uneomfortable extent, that Mr. Roosevelt allowed justice to
Cuba to go by default rather than secure that justice by the aid of Democratic
votes. ‘
What is to be the outcome? Were the President to sammon the Senate in
extraordinary session for the pupose of ratifying a commercial treaty with
Ouba, granting what Congress te thie time has refused, what condition would
confront him? Probably he weuld find the same Republican majority opposed
to him that he had to count witb all last winter and spring. He could procure
the ratification of a Cuban reciprocity treaty if he would consent to win it by
the aid of the Senate Democrats, Wonld he do that? One would think he
_oughtto. The American People have trusted him, and do trust him, as, few
public men have been trusted in the history of the country. They care little,
compared with “practical” politicians, wherefrom the legislative votes come to
accomplish just national purposes. They feel that the promises to the Cubans
made by the late President McKinley ought to be kept, and by this time the
protected interests most concerned should realize that a moderate concession
in customs daties for the relief of Cubs would tend to postpone the inevitable
day when Ouba will~be American an
