MONG the wastes of human endeavor there is perhaps
none that is more extravagant of effort and productive of a greater paucity of results than reform movements started without a substantial basis of knowledge. Men with the best intentions and smarting under
,what they conceived to be a great wrong have fallen to work
fighting the evil in so unintelligent a way as to make bad
matters far worse than they were to begin with.
For instance, it was found during the hard times of
1893-7 that the effort-to help the poor by receiving contribu_tions of old clothes, and making themi over So that the children of the poor could wear them was throwing out of employment and onto the organized charities great numbers of
seamstresses who had theretofore found employment in making new clothing for this same-market.

City Thrown Into a Panic and Four

LOWELL, Mass., July 29.—An explosion this morning

Another Sharp Engagement Between
Convicts and Posses Reported —

GREENWOOD, July 29.—The posse surrounded the convicts shortly before noon. A sharp engagement followed
in which over fifty shots were fired. Particulars concerning
the result of the battle have not yet -been received, but it is
believed that none of the members of the posse were seriously injured.
The militia has been sent for.
PLACERVILLE, July 29.—The report current here last
night that eight convicts were seen making their.way northward along Greenwood Creek toward the town of Greenwood,
is now known to be correct, and the escaped prisoners are
now surrounded near that town by big posses of armed citizens, among whom are twelve guards from Folsom, The
evil have debated in their minds as to which was doing the
temperance cause the greater harm, the open saloons or the
unrestrained enthusiasts who, by their efforts to attain the
unattainable, were making the drink situation more intolerable than need be.
In the field of charity the enthusiasm with which some
people have thrown themselves into the work of relieving
distress has so pauperized the beneficiaries of their efforts
that those who were at first only unfortunate became mendicants, professional in the artifices which they employed to
live upon the credulity and generosity of others.
And how many reforms have sprung up from time to
‘time to be advocated with a burning zeal only to fall like

. The reform spirit is commendable, but if it would be effectual for good it must find a sure foundation by the use of
the scientific method of examination. First ascertain all the
facts that bear upon the subject, analyze them with care, set
__contrary propositions over against each other, reject such as
are only seeming but not real facts,then construct a working
hypothesis whose validity can be demonstrated by tests of
experience.
This is a prosaic method and one slow to commend itself to the heated temper of the natural reformer, but if it be
not followed the most unfortunate, rather than the most fortunate, results are to be anticipated. The old proverb to
first be sure that you are right and then to go ahead should
commend itself with especial emphasis to those good people
who desire from the bottom of their hearts to make things
better than they are.

THE FOLSOM JAIL BREAK.
HE. jail break at Folsom shows how easily such a
thing can be done. All that was needed was some
one to suggest and lead, and a few to follow. The
same thing might have happened at anytime. The
officers relied on the men, and as should have been foreseen,
the men proved unreliable. Now that the horse has been
stolen the stable door will be securely locked.
The only thing that makes penitentiaries a possibility is
the fact that convicts, as a rule, are mentally unbalanced,
and are not able to invent and carry out plans of escape.
The handful of guards at any of the prisons would be almost
powerless if the hundreds of prisoners could be organized
and would work together. But the-very men who would join
in such a break are the very ones intellectually incapable of
planning it.
An exhaustive study of crime has been made of late
years and has shown that the criminal, in most cases, is an
abnormality. «The police knew this fact long before the scientists discovered it, and have always relied on this mental
weakness to lead to the discovery of crime, Criminals, no
matter how cunning in the commission of crime, can seldom
keep up their tactics and sooner or later expose their own
guilt.
The guards at prisons rely on this mental incapacity,
but sometimes their confidence becomes too great and then
an incident like that Folsom comes to awaken them.

Tomestone, Ariz., July 18.—Burt
Alvord, train-robber and bandit, and
pal of “Billy” Stiles, was released today on a $10,000 bond, although six
indictments for train robbery and obstructing the United Si:ates mails
stand against him. Nearly all the
cattlemen and cowboys in the southern
counties are Alvord’s friends and it 4s
impossible to get a jury to convict him,

perished in the heavy snowdrifts, He
slso says that Nevada City is well represented at the Springs. Among them
are Louis Aumer and family and William Harry and family, who arrived
there last Friday; George Davey and
Clinton Beightol,
E. J. Morgan and family, who have
been rusticating at the Springs, took
their departure for Independence Lake
yesterday and expect to reach home by
Saturday.
George Davey, who went to the
Springs for the benefit of his health
is reported no better and will leave for
home Saturday. :
Clinton Beightol, who also went to
the Spriags for the benefit of his
health, is regaining strength rapidly
and will soon be his former self again.
Mr. Snell and his co-sportemen left
Campbell Springs yesterday for Gold
Lake, eighteen miles distant, to trow
the placid waters of that famous fishing resort for anything that may happen their way in the shape of fins.
The camp of itinerants expect to arrive home about Thursday of next week,
loaded down with fish, and invite their
friends to prepare for a camp stew,

Placerville militia are also hotly closing in on the fugitives
and it is believed the men will be either captured or killed,
for should it come to a fight between the citizen soldiery and
the convicts there will probably be many killed on both
sides, as the convicts are a desperate lot of men, while the
pursuers are determined to take the convicts dead or alive.
It is conjectured that the convicts struck out for the
town of Greenwood with the hope of securing a fresh supply
of provisions. They were checked in this, however, by a
posse of Greenwood citizens who met the desperate fellows
and intercepted them just out of town.

Fo.isom, July 29, 3:30 Pp. mi—Guard McDonough tele. phoned to the Prison officials this afternoon that the convicts
had not been seen today and that the Placerville militia. are
still at Lotus. Negro Seavis with Howard and Woods were
seen at the town of Cool, at midnight, and were heavily
armed. The other seven convicts are believed to be in the
near vicinity.
