in each of the counties of the
State, a new and complete registration of the voters of such
counties,
thereto. ©
Such registration commences on the first
day of January, and will be in progress at all
times except during the forty days immedia‘ely preceding any election, when it shall
cease as to the electors in the territory
within which such election is held; but
transfers may be made from one precinct or
ward to another inthe same county, at. any
time except within twenty-five days immediately preceding any such election
who are: entitled

registration and affidavits for change of precinct must. be made before the County Clerk
or a deputy.
