A CHANCE TO RISE OT enough men were graduated from West Point last term to fill the vacancies in the service, After as— signing all the West Pointers to office, seventy-eight second lieutenancies still remain to be filled. The majority of these will be filled by soldiers who have risen fromthe ranks, but at least twenty will require appointment from civil life. The army has increased without a corresponding increase in the size of the classes at West Point. The effect on the army will be apparent if the present condition be allowed. West Point has furnished a stahdard for army officers and those who have not received their edueation at the military academy have generally been regarded by their academical associates as of a lower grade. The ordinary army officer is a great stickler for precedent anda great believer in West Point. He is unwilling to admit that the man who has risen from the ranks can be the equal of the officer who came from the Point, while for the civil appointee he has great contempt. PS —_—_—_ MOCKATIC CONVENTION be Nominated on the Second or Third ~ Ballot. St. Louis, July 6—The Democratic convention was called to order this morning by Temporary Chairman Williams. It is the general belief that Judge Parker will be nominated on the second or third ballot. Williams made a vigorous attack on Secretary Root. M. F. Tarpey was appointed the National Committeeman for California, D. M. Delmas was appointed on Committee on Resolutions.
