It is useless for a Russian editor to
put any jokes in his paper to please the
czar, because his majesty never reads
them. There is an official known as the
censor, who gets up very early in the
mornjng, so that he may read advance
sheets of the various journals and select
such matter as may be best calculated to
please the czar and give him an appetite for breakfast. These siftings are
then copied on sheets of fine paper and
are deposited on his majesty’s table for
his perusal. Nothing about bombs or
dynamite meets his eye, no comments
on his tyranny, no remarks about Siberia
~-in fact, the czar is kept in total ignorance of his real position and how he is
: by the world at large.—St.
