Theoretically our immigration laws are sufficient to exclude those foreigners who may be expected to reinforce the criminal or dependent part of the population, but as a matter of fact, these laws do not operate as an effective protection. The nations of Europe have long been using this country as a dumping ground for their undesirable citizens. It is cheaper to encourage or connive at their escape across the Atlantic than to coop them up in prisons or charitable institutions to be maintained at public charge. ; There seems no way of remedying this evil. A more rigid enforcement of the existing laws is hardly possibie. A criminal or pauper cannot be recognized by inspection and with hundrede of thousands of people flocking hither, an investigation of the previous record of each individual is impossible. As long as the present great stream continues, this country must expect to receive a large number of undesirable citizens, But while many will of necessity succeed in running the blockade, there is no reason why precautions should be neglected. The present laws should be enforced with all the vigilance possible. Every persoa not entitled to land in America should be deported without mercy. Sentiment should not be allowed to interfere. The time has passed when this country welcomes all immigrants. It now only wants the good ones. > £P FPF DH PF The Learning That Runs T00 Deep for Utteranee. WasHInGtTon, June 1—The Supreme Court bas affirmed with costs the judgment of the Oiroait Court for the Northern District of California, denying the application of Walter N. Dimmick for a writ of hebeae corpus, Dimmick was seutenced to two yéara’ imprisonment at San Quentin for defrauding the branch Mint at San Francisco and was confined in the Alameda Oounty Jail pending his appeal, when he was taken to San QuenHe claimed that his service in part of the sentence, buat the court ruled otherwise.
