This is the season of the year when people should use the utmost caution to guard against fire, Everything is very dry-and fices will start very easily, All piles of rubbish and other matter of an inflammable nature should be removed from behind buildings and other places and taken where it will not be apt to cause damage to property should it happen to catch on fire. People should be extremely careful about burning rubbish, as sparks and cinders are apt to start fires when everything is so dry. Another thing that-people-should remember . to do in case of a fire alarm is to turn off their garden ‘and house taps, so that all “the pressure possible can be given to the firemen, There are so many’ smal] taps drawing from the mains all over town during the summer months redudes the pressure at any point very materially and interferes sériously with the streams from fire hydrants, It is essential in case of fire that we have a good supply of water, for upon '. this depends the. success of the work done by our fire department, and if people neglect to: turn off the water at their residences they help to impede rather than aid the firemen in ‘their efforts to save property. Owing to the number of new houses that have been erected during-th¢ past two years the drain upon the water supply is greater than ever before, and therefore. the more urgent it is that everybody should shut off their hydrants whenever an alarm of fire is sounded, and let the full pressure go to the firemen, —+-+@e-+—____-Baseball Tomorrow. Tomorrow afternoon the Athletic Club nine of this city and-a nine from Colfax will play a match game of baseball at the old Rifle Grounds. MARYSVILLE ADVANCING The Progressive Spirit in the Valley, But Has Not Reached the Mountains. The Call says: We recently had the pleasure of announcing that Marysville had organized a company to construct an electric railroad far up into the fruit and mining regions of the Sierra Nevada foothills. Now comes the equally pleasing news ‘that the people of the city have voted favorably on the proposition to \issue bonds to the amount of $40,000 for such public improvements as a perfect drainage system and the filling up‘of the slough, which for all these years has been such an eyesore and breeder of malaria, A particularly agreeable feature of the vote is that out of a total of 796 votes cast only .94 were in the negative. There is an important lesson in this view which Marysville takes. It could have raised the $40,000 by direct taxation but this would have made the year’s burden heavy, and the necessary high tax rate would have acted as a deterrent to settlement. Yet the improvements were needed and not only on the score of public convenience, but to make the city more attractive -to settlers, Both these good ends will be served by the bonding niethods Without the ill effects of a high tax rate. Doubtless the bonding schéme provides that the debt shall be gradually extinguished. Thus, while the city rceceives the immediate full benefit of the improvements, payment for them is distributed over a sufficiently long range of time not to make the . burden uncomfortable or injurious in any one year and in HO way increasing the cost of the improvement. In other words, Marysville wisely believes that the enhanced values-of property as the result -of these improvements will render the extinguishment of the debt an easy matter, That is to say, it has borrowed money which it will invest in a way to secure a generous protit. It is merely an application of the principle of credit, without which the business of the world could not bs conducted. The enterprise displayed by Maryaville will have an inspiring “effect on the whole Sacramento valley. which is a vast empire of unsurpassed fertility, It needs only such a beginning as this to invite the dense settlement which it is so minently capable of supporting. ee eames ae Y TELEPHONE. The Latest Events at Grass Valley Up to 4 O'clock This Afternoon. -James Treglown, who has been a resident f Grass Valley for many years, died this orning at his home on Hill’s Flat, Death was caused hy cancer of the stomach, Deeased was a miner by occupation, aged fifty-two years, anda native of Cornwall, England. A wife aud two children survive him, The funeral will take place on Monday. @ =a ° from the High School this year is twenty. honorary standing and twelve on examination, evening. Considerable extra water is being used by the citizens of Grass Valley. and it is calculated that the City Trustees will have to pay about $250 for extra water used in June, Great: preparations are being made for the Fourth of July celebration, and it is believed that it will be one of the grandest demonstrations.ever witnessed in the county. The Finance, Committee is meeting with splendid success in collecting the subscriptions, and it is thought that nearly every dollar subseribed will be paid in. A salute of forty-four guns will be fired at sunrise, another salute at noon, and another .at sundown, The committee having charge of the fireworks report that the display of pyrotechnics will be very tine, The General Committee will meet tonight and make final appropriations to the sub-committees, Washed Away the Road. A break occurred in the Excelsior ditch yesterday morning, below Jones’ Bar, and in consequence the county road leading to North San Juan was washed out for some distance, and in some places to a depth, of twenty feet. NHE BOARD OF TRUSTEES OF THE CITY of Nevada do ordain ¢a follows: Section 1, ¥ It absp be nnlawful tor any person or persons to peadle any merchandise, fruits, provisions Wares or commodities of any kind or description within the corporate limits of the City of Nevada, without first procuring « license therefore, as héreiuafter required, ; Secmen *. H, Caps, Giere. * WELL PUT, Yery Applicable to Some of the Residents of this City. An exchange says: The worst enemies many mining sections have are among their own residents. They pretend to know all about its mines, their history, product, probable future, and their value. Then if some enterprising owner succeeds in getting investors interested enough to come and look at his claim these ‘‘back-cappers” get in their work. Instead of bringing out the good points of the properties they bring out all the bad ones and give a ‘black eye” to any sale in which they can have no finger. If a cyclone or an earthquake could be induced to select this class of people for general destruction a great many more mines could command capital with which to operate. Even a camp with plenty of gaod mine’ and prospects will have uphill work to advance if it contains a few men of this kind. Any deal they may be in on is all right, but those with which they have nothing to do are sure to get the rough side of their tongue, Of course a stranger will be apt to listen to an old resident, who tells him apparent facts concerning the mines _of his section, and it is for this reason that men of. this kind can do so much harm, Many a mining sale has fallen through because of hints or innuendoes from such people as this. Men bout to invest in mining property are timid at best and any cunningly devised story adverse to the mine is apt to find a ready listener, No decent person wants to see capitalists swindled with worthless claims of course; but itis usually those which have merit which are attacked by the blackmailers, back-cappers or hoodoos to be found in almost every mining.camp in. the mining regions of the West. Sa eee A Rather Drawn Yarn. Call: It is claimed that the authorities have been conversant with the fact that for over a month Brady has been in hiding at Nigger Tent, a noted rendezvous for hard characters, situated on the road leading from Marysville to Downieville, This resort is underground and is connected with hundreds of old mining tunnels, which lead . through the hills in every direction, affording means of exit which would be impossible to guard. Here, it is claimed, have gathered together noted outlaws from all portions of the State. In the past year there has been but one Sheriff who had the nerve to invade the locality, and it is claimed that he possessed friends among the outlaws sufficiently powerful to guarantee him protection, This resort is presided over by an old woman, who rules the inmates witha hand of iron, and has establistied such a complete system of espiondge that it is simply an impossibility for any outsider to obtain entrance without discovery, <-¢Se->+ ——_ Gone to Yountville. D. BE. Osborn, an old resident of Grass Valley, departed ‘Thursday morning, says the Tidings, for Yountville, Napa county, where he will enter the Soldiers’ Home at that place, He has held several prominent positions in Nevada county, having been Public Administrator for several years, and was highly esteemed as an honorable citizen. His seryices for the Government in troublous times entitled him to accommodations at the Home, and-thinking the climate of the Napa valley would be more suitable to his condition cf health than the altitude of Grass Valley, he made preparations for the change. The people of his old home will ever feel an interest in his welfare, — mee Congregational Church.
