The Russian loss was severe while the Japanese casualities reached only about a hundred killed and wounded. needed—and measures up well in character and intellectual equipment. He belongs to the older school of Republicanism and is a good representative of. the conservative element of the party. He is a man who inspires confidence and has proved himself worthy of it. His nomination is in entire accord with the wishes of the President, consequently the ticket is as harmonious in its composition as the convention was that placed it in the field. An earnest Republican all his life, active in its service, and prominent in‘its councils for a great many years, Senator Fairbanks only came into prominence as a national character about ten years ago. In 1892 he was Chairman of the Indiana Republican Convention; and in 1894 and in 1896 successfully managed the Republican campaigns in that State. In 1897 he was elected to the Senate, and last year was reelected. His ability was so well recognized that he was appointed Chairman of the United States branch of the Anglo-American Joint High Commission, which met to consider the Alaskan boundary and other questions at issue between the United States and Canada. In the sequent proceedings he conducted the American side of the controversy with a tact and skill that won for him the highest praise. Senator Fairbanks isone of the most eminent lawyers lcritics say that a big battle is impending. in the United States, In early life he was a newspaper man, and was for some years in the employ of the Aaepoisted Press. authority on the law of common carriers. He was long so. licitor for the Chesapeake and Ohio railroad. Mr. Fairbanks . was born in 1852, in Ohio, and was educated at Ohio Wes. . leyan University. He is a man of studious habit and takes} a serious view of life and its responsibilities. > 4 peeve F OUR COLONIAL EXPERIMENTS . N our recently acquired colonies exists the opportunity . for experiments which can be tried no where else. Law and precedent have restricted freedom of action in the solder parts of the country, but in the colonies, where laws were lacking a precedent to be made the governing pow-. ~ ers have been at liberty to introduce the novelties that they . have favored. Fortunately those in control have been intelligent, conservative men, and the experiments made have been carefully elaborated and skillfully carried out with results which in most cases have been wholly satisfactory. . The Philippine Commission consisting of some of the wisest men in America, has been especially fortunate in its work, and freed from home restraints, has been able to accomplish results not possible elsewhere. The latest experiment, and one which to this time has merely been projected, is the general improvement of Manila. . Sufficient power rests in the hands of the colonial govern-. ment to allow it a wide latitude which it proposes to use. The most expert authority on municipal art and beauty is to be obtained and put in charge of the work. A general com-. prehensive scheme is to be selected and work is to be directed so that it will be part of the new plan.
