for the purpose of preventing accidents by
people falling under the wheels and getting
mangled or crushed to death, Although
Grass Valley does not.contain any street car
lines, it is the abiding place of a gentleman
who has given thi matter much thoughts.
He is of an inventive turn of mind, having
perfected several models of extremely ingenious contrivances, One-of these is of a flying machine, The present invention, how‘ever, is more practical, and is so meritorious
that it is receiving more than ordinary attention at the hands of the railroad officials
of San Francisco, A late issue of the Call
contains the following :
8 P. E. Gillette, a Grass Valley barber,
. has constructed a model for an electric or
-. cable car fender, which: he brought down
». from the mountain town and submitted to
Mr, Vining yesterday; It was especially
constructed to overcome the railroad> man’s
objection to nearly all the models heretofore submitted—namely that nothing yet
inverted would work on a grade.
Mr, Gillette’s invention was made with
special reference to grades, and works by a
triple action spring. Thé fender is made of
wire netting. On alevel track it is held
about one and one-half inches from the
ground. When a grade -is encountered,
two small wheels at the’ front end of the
fender strike the rails of the track, and the
e. basket adjusts itself to the grade. When
striking an obstruction the fender is forced
to the rails and when springing back to its
natural position turns a wire “basket,”
s. which throws and holds the obstruction, if a

side, thus affording ample protection from
the wheels, Mr. Vining complimented the
inventor on his work, telling him that it

Twelve Houses in the Chinese Quarter
. Destroyed.
A private dispatch received at Grass Villey at 12 o’clock ‘today says th 1t a fire
‘. broke out in the Chinese quarter at Downieville this forenoon, and spread with such rapidity that for awhile the entire town was
threatened with destruction. Three blasts
of giant powder were exploded in order to
blow up some of the shanties, and in this
way the fire was got under control and, the
main part of the town saved, It wasa close
call. ‘The entire. Chinese portion of the
little town was destroyed.
Later.
The following special dispatch was received by the TRANscRIPr this afternoon at
4:30 o’clock.
Twelve houses in Chinatown, all rookeries,
were destroyed by fire at 9° o’clock this
morning. &
A heavy wind was blowing ‘at the time
and it was only by the most strenuous _efforts of the firemen and citizens generally
that the entire town was saved from_being
destroyed,
Five houses on tke south side of the river
caught on fire, but the flames were extinguished beforemuch damage had resulted, 8
The fire was kept from spreading to Main
street by blowing up two houses with giant
powder. Great excitement prevailed.
The fire, which was the largest that has
occurred here since 1864, started in a washhouse. The cause is unknown.

OUTLOOK FOR MINING.
It is Brighter Now Than It Has Been
For Years,
Norman Harris, the pi meer mining man
of Butte county, now at the Palace Hotel,
over the present outlook for mining interests
jn Califernia, He is confident that the next
few-years will show a great development
in all mining matters, especially in
and gravel mines,
**We haven’t begun yet,” said he today,
‘to half develop.the minés of this State,
and Iam confident that much more treasure lies hidden today than has ever yet been
taken out. I believe that the gold ‘output
from California for the next three years will
show a decided increase,
Shasta, Siskiyou, Butte, Placer, Plumas,
E! Morado and other counties are all rich in
gold. I believe thatman or
some organization could make a good thing
if they had a portable mill, which could
readily be set up anywhere, With’ that
they could make tests of prospects, and
then prospective buyers ¢ould learn just

“Differ With" Is All Right.
A week or two back I made a’‘confesIt was that I dif,
fer with Lord Rosebery on certain points.
I have been severely taken to task by
one of my readers, not for differing, but
for differing ‘‘with’’ his lordship, when
I should have differed ‘‘from’’ him. My
critic asks whether to ‘‘differ with’’ is
not ‘fa somewhat vulgar solecism?’’
Such questions have, I confess, but little
interest for me. Iam_a Philistine. As
such, Iam content to take the English
language as I find it in daily use among
my fellow countrymen of average education, without muchjregard to the usage
of previous generations, recorded in the

Good Time to Go to Japan.
, Colonel Cockerill, writing from Tokyo,
advises his fellow countrymen that this
will be a good year to see Japan. This .

this is the year of a quadrennial national
fair to be held in Kioto, and because
Kioto, being the heart and soul of old}
Japan, is the most interesting city in . ’
the empire. It is a recognized art center, and its bazaars will ‘be countless.
Moreover, this year is to be. célebrated
