" In 1739 the number of post-offices in
the United States was seventy-five. The
ordinary “inail facilities,” were such’ as

In Virginia, courtesy ordained that
every horseman, going on a journey,
should have in his saddle-bags, or portmanteau, a wallet in which to carry letters. :
When the horseman put up for the
night, his wallet was carefully opened,
and the letters belonging to that neighborhood were taken out and forwarded
by the inhabitants of the hamlet, If a
letter was endorsed “on the public service,” any man—such was then the sentiment of public duty — would readily
volunteer to ride and deliver it.
The postmaster of Staunton, Va, for
forty-three years, from 1798 until 1841,
was aman named Tremper, a leatherbreeches maker, who had been a lieutenantinthe Continental Army. He was
appointed by Washington, a fact which,
in the opinion of the community, gave
lim a life-tenure of the oilice.
“He was generally surly and unaccomodating,” says the author of the Annals of Augusta County, “at least the children who went on errands to the postoffice thought so. Mohedy ever thought

In the days when nature and revelation

Hume, the sceptic, wrote an essay on

Robertson, the historian, replied to it by

It is a common thing to see an adyeriisement in some of the daily newsap-rs for a treasurer or cashier of a
{neatrical company, at a salary of fifteen
or twenty dollars a week, who can “furnish a hundred or a hundred and fitty
dollars cash as security.
It is a type of swindling akin to the
“green g ’ business and bunco steering, only that it is more difficult to convict the swindlers in this line. They are
well posted in all the technicalities of the
law, and if pursued by a victim, which
happens rarely, the most that can be
done with them is to compel them to
surrender the money they have received
for security. e
A man who catches twenty-five or
more victims a year, and many more are
caught in much less time, can make @
very comfortable living. Their modus
operandi has been described so often that
it does not need recapitulation here. It
is only necessary to say that the most
flattering inducements are held out to
the victim, who is invariably a young
man, he planks down his cold cash as
“security,” he is sent off on a ficticious
errand and very soon finds out that he
has been. swindled. The swindlers have
letter-boxes and addresses in various
parts of the city, and it is hard for their
victims, without police aid, to catch
them.
