Dr. Wozencraft had completed his work. Those Nisenan tribes who signed
the Camp Union and Cosumnes River Treaties had surrendered their homelands in good
faith that Wozencraft's promises of federal welfare would be fulfilled. However,
there was an obstacle to the fulfillment of the conditions of the treaties of 18511852. They first had to be ratified by the Congress of the United States.
