Gardner, ae Register, have issued the following circular to land claimants un-} der Pre-emption and Homestead law, which reads asfollows: Un der the instructions given this office by the Honorable Commisi ‘sioner ofthe General Land Office, dated: March 30th, 1886, the following rules must be observed in _ making final ‘proof. Homestead. claimants, who have.complied. with the requirements ‘of law ~ for the full fiye. years, will statein the : application filed, of their intention to offer final proof, whether they _ desire to appear before the Supe. rior J udge of the county in’ which’ the land is situatéd, or at his office. Homestead claimants who desire to commute, and pre-emption claimants who desire to make proof and'‘payment, will state whether they desire to offer tinal proof-at the Land Office, or before the County Clerk of the county in which the land is situated. Hereafter no cases will’be set for hearing before Superior Judges except the Class first named. Claimants desiring to make final proof before the Judge or Clerk, in the cases wherein-they. are authorized to act, should. always. before. filing their application to make. such proof, ascertain whether guch of. : ficer will consent to ‘act. “An. observance of this suggestion will in . ; many instances avoid delay and . ‘ expense, asin no instance will)’ proof .be accepted except it be taken at the place, on, the date, . . and before the officer named: in the published. notice, except a8 provided by Section 2291, Revised Statutes, andin strict accordance with Circular Instructions of December 15, 1885. Applications to ~ make final proof should always be . accompanied with a letter, stating’ what is desired, leaving it with this office to fix the time and place and name the officer. If the request is made to have the case set before the Judge or the Clerk, . and it shall not be necessary to cite adverse claimants, the case will be set as requested. In cases wherein notices are now being publisheé, proof made in accordance with the published notices will be accepted. Felton has introduced a bill to amend the emigration laws of the United States, which is aimed directly to prevent any more Chinese: from entering. this country. It forbids the landing at any port in the United . States of any person from: a foreign country who is a pauper or felon, or who is interdicted from becoming a naturalized citizen of the United States, and’ provide a penalty for the landing of bringing of them to'‘any American port by any master of a vessel, unless such persons can show descriptive certificates from a United States Consul. It also provides for the arrest of any such foreigner,: who cannot become naturalized citizen of the United States, whereever found in this country, who cazinot exhibit such a certificate. The pill. is; a good one.and if it could be passed and enforced: it svould be thie most efficacions way of disposing of the troublesome Chinese.
