As they are without an authoritative set of principles and have no coherency as to policy, they are busy trying to find some apparent official dereliction to make a roar about. Their attacks on the Republican party: remind one of the man who could find nothing worse to say of his enemy than to charge that his grandfather was banged in Ireland for stealing a sheep. . 5 tes DEMOORATS in Congress are at their old trick of huuting-mare’s #4444844 84 4 4 HE TELEGRAPHED VIEWS of Chairman Payne of the Ways and T Means Committee foreshadow a repert in favor of reducing the duty on Cuban suger twenty per cent. While a reduction of thie amount will affeet the beet augar industry adversely, it will not cripple it. We obtained the information from an undeniable source at that time, but, oh Lord! how some of our couteuperaries did bang, bang at the TransonipT for daring to publish such a “pipe-dream.” Now as it is stale goods we briefly publish what they say, in confirmation of what the TransoriPT said months ago. They now say: “The North Shore Railroad Company is planning an extensive expansion. The North Shore owns the local electric line connecting Grass Valley and Nevada City. What its proposed move really means to this locality can be imagined by contemplating-an extension of the trolley line aeross to Marysville. on : “It seems now te bean absolute certainty that the big corporation will carry out what rumor has alleged all along—eentinue its electric system through Northern California. ; “Once in Sacramento, itis only another step to Maryaville, which point, though not designated in the dispatch as being included in the system, is ‘morally certain to be the next place reanehed. In fact men whose connection with the company is of such intimacy that their statements are not to be questioned, have hinted recently that it would not be long before electric-cars would be running from here to Marysville. ‘ “Indeed, it is firmly believed that the line will be continued as far as Chico, following the power line already established. “It is only the height of felly to believe for a single instant that the local electric line was ever built simply to connect the sister cities. Beyond a doubt, when the corporation planned the local line and obtained a franchise for its operation, it had already planned a long way ahead, aud to keep competitors out of the fleld, put the present ling into operation.” 44a44444464846 ‘Knockers’ Again. ¥ THE HARDEST THING tocontend against in trying to locate homeseekers, especially in the Sacramento Valley and other points in Northbern California, according toa statement recently made by W. H. Mille, is the old inhabitant. Speaking further on the matter, he says: “It is almost impossible to sell anything toa would-be purchaser if he comes in contact with one of these old-timers who make a practice of kieking. They do nothing but ‘knock.’ section of the State.” Mr. Mills, who bas been connected with the Land Department’ of the 8. P. R. BR. Co. for a great many years in Oalifornia and has always taken a great interest in the development of the State’s resources, is probably one of the best pested men on the Pacific Coast in regard to such matters and whet , he says concerning these “kncckers,”’ which, by the way, are found in almost every city and towndno the State, is unquestionably the trath. All the money spent in advertising the resources of Northern California will aecomplish but little good in encouraging Easterners and other tourists to come here to locate unless these ‘‘knockers” are squelched or put where they can do no’harm. Let all our citizens make it'a rale to always speak a good word for Nevaia County and her resources, and do whet we can to encourage strangers to locate here. This method will attract home-seekers and help us along in the march of progress and enterprise. — ——_—_——SS For Sale Cheap. Ranch For Sale at a Bargsia. Local patriotism is sadly wanting among the inhabitants of Northern Oalifornia. In Los Angeles it isdifferent. Everyone, from the street-oar conductors to the capitalist, is united in praise of that Hydraulic Miners. The following netice was posted: in the Postoffice today by order of BR. P. Johnston, Ist Lieut. Corps of Engineers, Secretary ef the California Debris Commission : : A license from the California Debris Commiesion, Room 94, Flood Building, San Francieco, is necessary to legally mine by the hydraalic process in the territory drained by the Sacramento end San Joaquin systems in the State of California. Hydraulic mining is mining by the use of water under pressure through a nozzle, against a natural or artificial bank or deposit of earth, gravel or similar materiel. In order to get a license, application must be made on regular application blank, which will be sent upon request. As s00n as practicable after the receipt of application, the mine will be fospected, and authority will probably be given to build a restraining dam to hold debris, The expenses of such inspection are borne by the United States, except that the miner is expected to take the inspector from the nearest railroad or stage station, or other convenient point, to the mine and back. , It is generally desirable to. defer building a dam until the site has been inspected and authority to build has been granted; a dam built without authority may not be considered suitable by the commission, and a new dam may have to be built before a lieense can be issued, . Accompanying the authority to build building it, and directions where to place it. : Bat authority te build the dam does not give the right to mine. : As soon as the dam is completed, the commisfion should be notified. The license will be issued; and until the license is issued it is not legal to mine. Note that at least two inspections must be made before a lic-mse can be issued, As there are so many widely scattered mines, often requiring several days’ travel te reach:them, it may be several weeks after application is submitted. before an inspection’ ean be made. Therefore, applications should be submitted as iong before the mining season as possible, and dams built a8 soon as authority is granted; otherwise a whole season may be lost. Furthermore: On account of snow, ice, mud, etc., many mines are practicall inaccessible during Winter and Spring. The owners of such mines, in order to insure inspection, must submit their applications and build their It is not good policy to allow six menthe of good weather to pass and then submit applications at the beginning of winter: The foregoing remarks are equally appleable to miners who wish authority to raise old dams, or who have already raised them and wish them inspected. Applications and notices must be sent-in due season. By direction of the Oalifornia De-— bris Commission: DD. P. Heap, Lieut. Col, Corps of Engineers, U. 8. A,, President. January 1, 1902. r $50,000 In Jewels San Franoisco, March 10—Colonel Dan Burns has made an extra-ordinary gift of jewels tohis daughter Rowena, who is to be married on the 22d of this month to Oharles Dunphy. . He has given her a casket of precious stones of every hue and degree of brilllancy. The collection cost $50,000 and the jewels have been gathered during a number of years. Among the gems is the largest raby in Oalifornia: -It is a magnificent stone and the delight of fall the lapidaries that have seen it. There are splendid diamonds in the collection and strings of the finest pearls. Rubies, diamonds and pearls are the most numerous in the casket, but there is at least one fine specimen of nearly every sort of precious stone. In making up the collection the greatest care and taste were exereised, and every item in the casket is of first quality. The stones are set in all the designs known to jewelers—tiaras, bracelets, pins, rings, brooches, strings and buckles. There are some unset gems, and it will tax the ingenuity of Mies Buros to invent settings for these that cannot now be duplicated in the casket. You can always tell a commercial man, Why?
