The San Francisco Call says one of the sensations of the present Legislature has just been developed. The liquor men have been caught in a ridiculously easy way, and “under their very eyes a sweeping localoption law hag been adopted by an overwhelming vote in each house. The liquor men came to Sacramento with a blare of trumpets. They had organized. the State. They had elected Assemblymen and Senators in different parts of California. ‘They wanted uniform license, and wanted some-— thing much better, which. they. tried to smuggle in through the agency of Senator Bert’s county government joker. ‘They sent what they called representatives to the Capitol, and things began to hum. The lawabiding citizens of the State “were fearful. They saw iu prospect.all sorts of evil laws ‘and dangerous measures. They were active in presenting protests, but their friends with more cleverne-s and less noise, had prepared a bill which strikes a heavier blow than the liquor-men of the State have ever sufféred in the history” of California, That nf has been adopted. Asstated in the foregoing, it means nothing more or less than lodal option in a most emphatic form. The prohibition forces have won their great victory with Seuate bill 369, which amends the law of 1891, for the creation and organization ot . sanitary districts. The law to the casual observer has reference only to the formation, government and dissolution of sanitary districts in any part of the State, fog the construction of sewers and other sanitary purposes. The prohibition amendment, which the keen eyes of the liquor people failed to detect, is as follows: ‘*To make and enforce all necesssary and proper regulations for suppressing disorderly and disreputable resorta and houses of i]]-tame within the dis— trict, and to determine the qualifications: of persons authorized to sell liquors. at retail; and from and after the passage of this’ act no license to keep a saloon or.sell liquors at retail, shall take effect or be operative within any sanitary district, unless the same be approved by the'sanitary board of the district.”’ There are but two of these sanitary boards in the State,but by the petition of twenty-five residents in any district the Board of Supervisors must call an election to test whether or not the creation of such district is desirable. These men constituting the sanitary board will then have absolute control over the liquor traffic in the district. For example, the residents of the tenderloin district of San Francisco may petition the Board of Supetvisors for an election to create such a district. df it be created, no saloon can exist within its boundaries. This measure was adopted in the Senate by a vote of 22 to 1, and in the Assembly by a vote of 48 tonone. The Southern Pacific Railroad Company, on the 8th of March, began the offizial publication of its List No. 54, in the Sacramento Record Union. This is the list referred to by the Transcript a few days ago. It includes, as was then shown, much minéral land in Nevada county. Unless the parties claiming such mineral land file with the Sacramento Land Office within sixty days of the date above named their protest against. the granting of patents to the Railroad Company, they are liable to lose their property. That Is What the Eight-Hour Movement Has Received, The eight hour movement has received a black eye from the Supreme Court of IIlinois, which has just held that ‘‘An‘ act which abridges the freedom of contract be— tween workman and employer in a lawful occupation is unconstitutional and void.” It is the first decision rendered in the United States against the eight-hour movement and it-is far-reaching in its effects. For many years the public agitatiow and tendency of legislation has been tocorrect social wrongs by interfering with private rights and curtailing personal freedom, encroaching dangerously in many instances on the liberties which ‘are guaranteed to the people of the United States by the Federal Constitution. The case decided by the Supreme Court of the State of* Illinois involved directly the rights of women only, inasmuch aa the act assailed declared: ‘‘No female shal] be employed in any factory or workshop more than eight hours in any one day, or. forty-eight hours in any one week.” But the court went further than the discrimination regarding sex involved in the act. It based its decision upon the broad principle “of personal liberty guaranteed to damental law. The application of this principle to the point at issue will havea wide-spread influence on all trades unions throtghout the country. iene + Ooo Seen duels EXPRESS MESSENGERS. They Will Sit on Top of the Coaches Poet Hereafter. Wells, Fargo & Co,’s detectivé, J. B. Huine, and Assistant Superintendent Tracy called upon Assemblyman ‘Tibbitts, of Amador, on Thursday, says the Bee, and asked him not to resurrect his bill prohibiting the placing of armed messengers or x guards on stage’coaches containing passengers. The bill had beenkilled in Committee, but the visitors did not want Tibbitts to resurrect it and have it passed in the Assembly. Tibbitts replied that he could not go back on his constituents.
