HE TIME-HAS GONE BY, apparently, when Mare
Island Navy Yard had influence enough in Congress
to prevent the building up of a second great naval
establishment on this Coast. We-obserye that the
appropriation bill this year is likely to provide $1,000,000
for the Bremerton yard, in Washington, and considerably less!
than this sum for Mare Island. But as Senator Perkin-: “*
credited with saying, there is no reason why the Mare Tslau_
should entertain any jealousy of Bremerton, because there is
room on this coast for two great navy yards.

NE OF THE PECULIAR CONDITIONS in China
is that governmeut troops can become rebels, and
rebels can become government troops, with surprising facility. It is stated today that the entire force
of General Su, who was sent out to conquer the rebels in
Southern China, has gone over to the insurgents, and such
transformations as this are by no means unprecedented in
that country. During the Boxer rebellion the imperial army
was, theoretically, engaged in suppressing the Boxers, but
it was the opinion of the foreign commanders at Tientsin and
Peking that they were engaged in fighting pretty nearly. the
whole imperial army, which, instead of opposing the Boxers,
had joined hands with them.

‘This Is Holy Weel.
HE WEEK PRECEEDING EASTER SUNDAY
is known as “Holy Week,” and all Christian
churches throughout the world observe this sacred
church festival with special and appropriate services.
Each day has a significance of its own, and it is evident that
in this city as well as elsewhere that the various church edifices will be well filled by Christian worshippers of the. various faiths. In Catholic churches the several days are segregated as follows:
Wednesday is called “Sky Wednesday,” and commemorates the betrayal of Christ by Judas.
Thursday is the day of the Last Supper. Rosary, a
sermon on the ‘Holy Eucharist” and the reposition of the
blessed sacrament form a part of this day’s observances.
Good Friday recalls the death of Christ, the widowhood
of thechurch. The prophesies foretelling Christ and the
Prayers are story of his passion are read and chanted.
offered for all saints aud sinners, the cross is unveiled and
venerated, and finally the mass of the Presanctified is recited.
Holy Saturday brings to mind the burial of Christ. This
day is called the ‘Day of Blessings” because the church at
the morning service blesses “new fire” for the relighting of
the extinguished lamps of the altar, At this occasion
images and crosses are unveiled, flowers are placed on. the
altars aud the “Gloria” is sung in anticipation of the resurrection.
Easter Sunday is the crowning service of joy and praise
which churches of all denomination of the Christian faith
celebrate.

GENERAL MILES.
GEN NELSON A. MILES,
General Miles was supposed to have received a lesson {hn his recent
severe reprimand by President Roosevelt, for talking about the Schley case,
which would induce him to remain silent, or to guard his utterances, for at
least a few months, but he has erred again, He had a right to protest ageinst
the general staff bill if he did not like it, but he had no right to say that he
could name the men who would be promoted if it should pass, because!.that
was a direct reflection upon the President. -Retirement at an early day is apparently the fate in store for General Miles, and though he may have had bis.
