Storm, Cold and Warm Waves—Abnormally Cold Weather. St,—Josreru, Mo., March 23.—Foster’s last bulletin gave forecast of the storm waves to cross the continent from March 24th to 28-h, and ‘the next will reach. the Pacific Coast about March 29th, cross the western mountain country by the close of the 30th ; the great central valleys from the 30th to April 2d, the Eastern States about April 3d. This disturbance will occur during a cold period and the week will average below the normal, the warm wave going above and the cool waves considerably below normal. A few places will have rains from this disturbance but generally sthe rainfa wili be deficient and signs of an approaching drought will be apparent. The warm wave will cross the western mountain country about the 29th, the great central valleys about the 3ist.and the Kastern States about April 3d, i Cool waves will cross the western mountain country about’ April 1st, the great central valleys the 3d, and the Eastern States the 4th. My next bulletin will contain along range forecast of temperature and rainfall April, covering of the United States. Under my new and imperfect calculations I ‘began these long range forecasts of temperature and rainfall of 1894 and although some errors have-oeeurredthe precentage of forecasts gained as compared with thoze lost is very encouraging. The greatest diculties I have to contend with at this time is on account of the very poor records in the arid districts east.of the Recky Mountains and West Gulf States, Another great fault with the weather records is that they are all reduced to calendar month averages. Yesterday morning the Superior Court of this. county, Hon. John Caldwell, Judge, rendered a decision in the case of Hawke vs, Webber and Quigley which is of vital interest to the miners of Nevada and other mining counties lying within the limits of Rail= road gYants. The facts are briefly these : Mrs. Hawke resides upon a forty acre tract of laud, a portion of an odd numbered section situated within the limits of the Railroad Conipany’s grants, She has resided thereon for a good many years aud has a portion of the land enclosed and improved. The land was listed to the Railroad Company by the local land office some years since, but no patent. has ever been issued to the Railroad Company nor has the General Land Office determined the character of the land. Some years since Hawke obtained: aquitclairn deed to the land from the Railroad Company. In 1894. the defendants located a quartz claim on the land, partly inside and partly outside of the enclosures of Hawke. The defendants claimed the right to work and hold the claim located upon two grounds, First. A location. ‘They claimed that as the land was unpatended they had a right to locate for mineral. Second. They claimed that until patent issued they had a right to go upon the land outside.of Hawke’s enclosure and prospect for mineral. While the court in its writ!en opinion does not in so many words say that thé miner cannot go on railroad lands and prospect for mineral before patent issued to the Railroad_Company, that is the direct: effect of the decision as the court denies to defendants the right to ge upon those portions of the premises lying outside of Hawke’s enclosure to prospect for mineral, If this decision is good law the miners are in a much worse condition than they-supposed. If Hawke, holding under.a quit-claim deed from the Railroad Company can prevent the miners from coming on the land to prospect (outside of any enclosures) then it follows that the. Railroad Company can stop all prospecting on any lands listed to the Company whether patent has been issued or not. Under the above rule no more prospecting can be done on Railroad land-—except—at—the—will of the Railroad Company or of those who have purchased from the Company. The miner has heretofore supposed that until the Railroad Company obtain patent he had a right to goupon these Railroad lands and prospect,.and if he fothd mineral could protest against the issuance of a patent to the Railroad Company. If he cannot enter to prospect, then ‘the Railroad Company can and will obtain title to all lands upon which mineral has not beer discovered in paying quantities before the grant to the Railroad Company. ° $100 Reward, $100. He resolved to used a sponge, but after two or three strokes the sponge became black and the water discolored also. E, Mobley, for many years a resident of Malakoff, a short distance this side of North Bloomfield, died at San Francisco Sunday evening. The remains were expected to arrive here this evening and are to be taken to North San Juan for burial, the funeral to take place there tomorrow morning at 11 o'clock.
