THE MAN WHO SPITS
HE, way in which the anti expectoration ordinance is
enforced in the city of Pittsburg, Pa., is shown by the
following item slipped from a local paper:
“J. P. Cooper, known as ‘Texas Bill,’ who had been a
member of the Texas Rangers, was put to work on the
Brighton line of the Pittsburg Street Railways yesterday as
a conductor. A. young man began spitting on the car floor.
‘Bill’ remonstrated, the passenger grew saucy and a human
cyclone struck him. When called before Superintendent
Murphy today ‘Bill’ said: ‘If that galoot had said those
things to me in’Texas I’d a killed him!’ ‘Texas Bill’ got a
Steady job.” .
The city of San Francisco might reap good results toward abating the spitting nuisance on its public thoroughfares by instailing a few “Texas Bills” as Street-car conductors and policemen, for judging from a scorching article
from the S. F. News Letter the city is sadly in need of this
reform. The News Letter says:
“At many an occasion the News Letter has had much
to say about the officials of San F rancisco, who never do anything, but everybody. The average city official is noted for
his unobservance of the statutes rather than for any efforts on
his part toenforce them. There is a statute that, for reasons
of health and decency, provides for the punishment of men
and women who may ‘expectorate in places and in such a

The People of the State of Oalifornia
against Lewis Edwards. Decision on
manner that the sputa becomes a menace to the health of the
people. The vulgarians now at the head of our city government, by the grace of God and the chance of politics, know
no better than the kine of the field, and it is not to be expected
that such an important law should be enforced by this scum
unless some one points out the infraction. The expectorator
is a terrible infliction, and here in San Francisto he is insistently preflominant. His slimy trail is everywhere. He can
be traced along the sidewalk, in the halls of amusement and
in street and steam cars. He is ‘numberless, and he spits
himself into the notice of the decent and the refined at every
turn, and unchecked goes on his merry, dirty way. The administration of the city, graduated from the rands of the
canaille, does not see that it is necessary to the public health
to enforce the ordinance, or because of a fear that.a majority
of its supporters may be jailed in consequence, it does not
see fit to enforce the law. The expectorator should be jailed,
and we hope he will be. We also hope that we have made it
plain to the administration of city affairs, that eats with its
knife and combs its beard and hair with its fork, that the enforcement of the law is a necessity, and will preserve the
lives of the unwashed as well as the cleanly.

diecovered by the Theatrical Managers’ Association that an ordinance
has been prepared by the Board of Aldermen which will practically prohibit
the building of any more theatres in

beyond the sound of the minister’s voice. The words of God
which he utters are never heard by this class of Americans,
but a little sermon of human interest preached by the news
of a day is read and digested by all. Ifthe story is pathetic
and draws a tear or two its effect isthe more powerful.
One day recenily the wires told of how death ended the
dream ‘of a war veteran. While writing and moralizing on
his life, telling of a resolve finally made and kept to remain
on the light side of light; rather than on the dark side, James
M. Kuhn, a naval veteran, fell dead from his chair, at the
National Military Home in Marion, Ind.
The manuscript which he had been writing was picked
up and will be sent to his widow.
Under the caption, “Old Soldier’s Dream,” he had
written:
“I am now going on my seventy-fourth year. I have
generally tried to lead what is called an exemplary life, temperate habits, law-abiding, church-going and a good citizen,
© “Since I have been in the home I have reflected on my
life. I must soon take that long journey. I now see that
walking on the line is risky and dangerous.
