THE LEGISLATIVE SESSION.
HE session of the Legislatare is nearing its end. According to the
State constitation members are paid for sixty days and no more, and
as 8 result a legislative session is not usually prolonged much beyoud that limit, This provision limiting the time is a wise one. It does not
prevent an indefinite prolongation in any emergency, but it makes euch an

not as numerous as they are often represented to be, Legislators, even if dishonest by inclination, are well aware that their constituents will not endorse
them if convicted or even suspected of corruption and are compelled to take
an honest course, Bat even with all the chances of error, with all its faults,
the biennial Legislatare is a wise institation. it is a constant reminder to the
people that they have a voice in the government, and it aids in giving to the
American that independence of spirit and character for which he is noted the
world over. Perhaps a wise and bnevolent despotiem, in which every public
need is provided for, would be the moat comfortable form of government, bat
it would recult in @ disastrous enfeeblement of the people. The Legislature is
by no means a perfect institution, bat it is certainly a most potent factor in
the political education of the people and is one of the many causes leading to
American eupremacy. *

WASHING DAY BY LAW.
BILL bes been introduced in the Utah Legislatare inaugurating eo
new holiday. Its name is “Health Day,” and the first Monday in
October, should the bill become a law, will not be looked forward to
with that degree of pleasure with which people anticipate a day when there is
8 cessation from business. In fact, “Heattt Day” will be a thoroughly trying
day—washing dey in good earnest; and the old verse about there “being no
luck upon a washing day” can be well applied to “Heaith Day.”
On this Monday everybody must be up to their elbows in soapsuds and
says so, be down upon your knees, scrubbing and washing, or else pay a fine
of ¢50. Theaters will bave to. be disinfected, also public halls and, in fact,
every place frequented by the people. In case of anybody neglecting to perform thie duty, a fine of $50 is imposed.
Salt a Sa should this bill pass, would indeed prove a cheerfal place
on the first Monday of next October. As Cleanliness is rather the rule in
Utah, the introduction of the bill seems superfluous. However, the measure is
meeting with much favor and there are some who profess to think that the bill
is & wiee One.

There have been. sensational develOpments occurring on the Hisbrouck;

Gold Mountain, The pay streak has
been opened up for fourteen feet, and
shows assays running from $80 to
$800. There is a two-foot streak of
‘florine stained quar'z carrying sulpburets which assay $300 aton. The
ledge, which can be traced on the surface for six hundred feet, is well de.
fined and solid at the point of discovery, and shows every indication -of
permanency and depth. Good values
are found at numerous places a‘ong

servative observors pronounce this to
be the biggest strike in the district, so
far as surfate indications go, since
the discovery of the famous Mizpab.
Five men are now working on the
ledge, and it will not be many days
before sufficient depth is attained to
satisfactorily determine the extent of
