HE CHINESE EXCLUSION BILL, which has just
been signed by President Roosevelt and has now become a law, places the vexed question of. the immigration of Chinese laborers on solid ground. The
principle for which the Pacific Coast delegation contended,
and which for a time seemed lost, was ihe recognition in the
new law of the right of Congress to extend a law prohibiting
the immigration of Chinese laborers beyond the life of a
treaty granting such permission, The interpolation of the
clause, “‘so farjas the same are not inconsistent with treaty
obligations,” does not materially affect the force of the law.
If there is no treaty granting such provision, the law will
stand; and if there is, the treaty will

Regarding his intentions in a business way, Mr. Osborne said that he is
hardly acquainted with the situation
yet, not sufficiently so. as to enable
him to outline definitely his work. He
does not contemplate any changes at
present, but has already made up his
mind to inaugurate a vigorous campaign to the end thut the company’s
business will be materially increased.
Mr. Osborne said that he wouid begin

of Eastern men of each of the great political parties took
high ground in favor of exclusion, but no one of them had
the personal stake in the outcome that the members of the
Pacific Coast Congressional delegation had. The California
members would have had an uphill fight for re-election had
no exclusion bill been passed. A disposition has been manifested in certain quarters to make party capital out of the
anti-Chinese campaign. The zealots of each party are saying “We did it.” The campaign has been weakened by these
evidences of a desire to make a successful outcome of a joint
effort a party triumph.

‘which must of course depend upon the assent of China. It
prevents Chinese on the islands from coming to the mainland. It provides for registration without which no exclusion
‘law would be effective. This feature of the bill is valuable
to the Chinese who are lawfully in the county as well as to
the American people. The terms upon which a certificate of
residence may be obtained are so liberal that Chinese who
are lawfully in the country have no cause for complaint. No
cost is attached to the issuance of the certificate, and ample
time is given in which to pro:ure it. The enactment of this
law dissipates the only cloud.that has recently menaced the
--*Pacific Coast. The coming immigrants from the East need
feel no fear of Chinese competition. When a limit is placed
upon the number of Chinese that can enter the country the
Chinese who are lawfully here conform to a considerable extent to the American standard of living. They will earn
more money and send more out of the country, but they will
not hold over the American laborer the menace of Chinese
rates of wages.
