The principle for which the Pacific Coast delegation contended, and which for a time seemed lost, was ihe recognition in the new law of the right of Congress to extend a law prohibiting the immigration of Chinese laborers beyond the life of a treaty granting such permission, The interpolation of the clause, “‘so farjas the same are not inconsistent with treaty obligations,” does not materially affect the force of the law. Osborne, late of Nevada City, Hotel, which wili be his home at least Osborne yesterday, he told a Mail reporter that he was much pleased with Woodland. He is not entirely a stranger here, having visited Woodlavd quite often about fifteen years ago. Wasutnaron, April 80—An idea of Rogers has issued & proclamation for the holding of an election in this city on Tuesday, the 20th day of May, to determine whetber or not Nevada City will keep ap_with the procession and havea legal high school. The election will be held at the Bigh School buildfog, corner Main and Cottage streets, between the hours of 8a. m. and sundown, and the election officers will _be,. John Webber. Inspector; H. J. John Rondony, a native of Italy, w'8 nataralized in the Superior Court this afternoon. His witnesses were N. Filippini and M. Solari. A carload of six and two inch wrought iron pipe for the St. Gotbard mine arrived by rail this morning. It will be used for compressed sir. ‘which must of course depend upon the assent of China. It prevents Chinese on the islands from coming to the mainland. It provides for registration without which no exclusion ‘law would be effective. This feature of the bill is valuable to the Chinese who are lawfully in the county as well as to the American people. The terms upon which a certificate of residence may be obtained are so liberal that Chinese who are lawfully in the country have no cause for complaint. No cost is attached to the issuance of the certificate, and ample time is given in which to pro:ure it. The enactment of this law dissipates the only cloud.that has recently menaced the --*Pacific Coast. The coming immigrants from the East need feel no fear of Chinese competition. When a limit is placed upon the number of Chinese that can enter the country the Chinese who are lawfully here conform to a considerable extent to the American standard of living.
