The meeting was.called to order at the City Hall by
E. J. Rector, chairman of the Committee, who stated the
object’ of the meeting. By request, A. B. Champion of
the Grass Valley Board of Education was present and gave
in detail the methods employed in conducting the campaign
and which had been productive of such a brilliant victory.
Mr.Champion’s description of the manner in which the campaign was manipulated greatly interested those present, and
his remarks-on the subject were warmly applauded.
Hon. E. M. Preston then addressed the committee and
in his indorsement of the methods used at Grass Valley stated
that he thought Nevada City would do well to follow the plan
proved by the committee :

upon vote of the committee was appointed to form a ‘subcommittee of seven to arrange for the mass meeting. All

contain all the desired information for a full understanding
of the High School matter. Fred Searls, E. H. Barker and
T. S. Ford were appointed a committee to draft this letter.
J. G. O'Neill, principal of the Nevada City schools, gave
a very clear analysis of the conditions that are now prevailing in the grammar and primary grades. He showed that
all the teachers are overworked and that some pupils—those
of the receiving class—could attend only half a day because
of the lack of teachers and accommodation. This condition, he stated, will be bettered when provision is made for
