World Wide Prosperity.
The year A: D. 1899 will go down in
the annals of history as one of the fat
years. The prosperity which has followed the general depression of a few
years ago is wide-spread, reaching the
four quarters of the globe. In Engjland’times were. never better. All the
great factories and’ mills and yards are
busy hives. of industry. Work is plentiful and. wages are good. In the
United ‘States the news of increased
prosperity comes from a thousand
places. North and South, East and
West, all are alike sharing in the boom.
All branches of trade are feeling the
magnetic touch of the business revival.
‘The farmer, the workingman, the merchant ére enjoying the brightening: influence of prosperity. And it is grati‘fying to know thut when a leading
paper says that “this has been a grand
year for. business encouragement and
financial development, and all men
without distinction of party have
reason to rejoice thereat.”

. “Whe Are the Filipinos?
In Manila “Filipino” means a person
of unmixed Spanish blood bern in the
Philippine Islands. Aguinaldo, although,.according to Spanish stand8, well educated and representing
a civilized population as distininguished. from the savage population,
ig according to the local standards, a
@if-breed, being of mixed Spanish and
egal blood. His followers, mainly
fawn from the -‘Tagal tribes, are allays spoken of by the Spaniards of
Manila as “Indians.” Very few true
Filipinos,” probably, are-found followi.Aguinaldo. The majority of: his
micers are undoubtedly half-breeds,
niards call “Indians.”
wong the half-breeds of the, Philippisses are found many men and women
of-edueation. Aguinaldo is himself an
educated man. About one-fifth of the
“Congress” he gathered about him at
Malolos are understood to have been
what we edli eollege graduates. From
this element his officers have been
drawn; his soldiers are the Tagal natives, unlettered, but shrewd and active, the ‘class whom the Spaniards
feared to’ educate. These men have
bliudly followed their educated leaders so far.
“Phere aré-more than fifty tribes’ in
the Philippines. Among the 8,000,000
or 10,000,000 people of the archipelago
may be found not only Christians and
Mohanimédans, ‘but also absolute savages not above.the level of the Piutes.
There is ‘a fringe of cultivation to this
pepulation, but only a friage.
