ONE WAY T0 DO IT.
My a. Well Known “Citizen Will Yote
Against Bonds.
‘ Eprror Transcrrpt—Every body is in
favor of better sewerage for this city,
but would it not be better for our City
Trustees instead of trying te have the
city issue bonds and compelling the
next generation to pay for them, to
pay as we go? Let them divide the
:@ity imto sewer districts und make
them put up the funds at once to construct thesewer. Each property owner
would then have to pay for putting in
a.sewer. the fall length of his propertyThe large property owners in the busi~yhess part of the city would not feel the
burden as they would only have to pay
for the sewer in front of their property,
“and should the assessment on some of
the small property owners be more
than they could meet in one year they
could easily mortgage their homes as
there is plenty of money in the city. to
be had at a low rate of interest. This
would keep the interest at home.
Then to build the large mains down
the creek that all are interested in,
Jevy a 50 vent tax a year for about five
Byer years, put on a $3 poll tax again and
4 compel the single men and miners to
; help benefit the town they live in, and
i this ‘together with a license of $50 a
? month on each saloon will I am sure
. raise revenue sufficient in a few years
» to put in a good sewer system without
é the necessity of bonding the city ana
: requiring the next generation ‘to help
i pay, for this sewerage.
= Aiearn tle Trustees’ can proceed in
; the way I suggest if we vote down the
ty ‘bonds. Will it not be well for us to
& do so? Tax PAYER.

A’ Natural Question.
““"“"{he Marysville Democrat says: The
Board of Supervisors of Yuba county,
under existing conditions, have a
precedent before them in the case of
Colusa, Glenn, Yolo and Sacramento
counties by which todrop the appropriation of $300 a month contributed to
Anti-Debris Association. There ~ are
no watchman employed, nor is there a
manager to direct the affairs of the
--association. If Colusa, Glenn, Yolo
.and,Sacramento counties can see no
‘ necessity to keep drawing money from
their treasuries for the association,
why should Sutter and: Yuba counties
continue? The $3000 drawn from tbe
treasury of this county éach month by
the’ votes of three of the five Supervisors
isa heavy drain, especially so when
the expenses of County Government
are exorbitant. According to the best
information to be obtained, the only
officer of the association who now receives pay is an attorney, who seems
to have a mortgage on these two counties.

Annual Weighing of Mails.
The annual spring weighing of the
mails has commenced. The weighing
will continue for three months, and on
the showing made by the roads will be
determined the rate of compensatfon
for the next four years. The mail is
weighed at the starting point of the
mail: traia and at each point where
mail is taken on or discharged, an extra man in the employ of the Goverpnment riding on the train for that especial purpose, :
An average is struck on the amount
of mail carried and the rate is fixed on
this basis, The highest rate allowed
under the law is $42 a mile for 200
pounds a day.

thought he was too hardy to be killed
that way.

down. Mr. Clement says that while it
was a meritorious one, it has not uttained the valuation that had been put
upon it by its owners of $3,000,000.

Library Pussies.
At the formal opening of the new
London library building Harberg '
Wright told of some of the strange
things in the way of books for which he
had been asked. One application was
fora book on the raising of Lazarus.
He sent the Bible and also-a book on
Bible myths to show both “sides of the
question: He liad been asked for a book
‘on the squaring of Circles in all ages.”
Another applicant had wanted a book
on the royal princess who had acted ae
a cook in London and made nice carties, And there was one other question
which had been put to him—*' Who was
the Coptic saint who made a-mummy
talk in the third century?’

Suppressed the Newspapers.
A sweeping press law has been pro
claimed for China by the dowager empress. ‘‘Since newspapers only serve to
stir up the -masses." she decrees, ‘‘and
to overthrow the existing order of
things, and since newspaper writers are
the dregs of the literary class. the continuance of such dangerous implements
can result in no good. We hereby order,
therefore, the complete suppression and
cessation of all newspapers that have
-hitherto appeared in the empire. All
publishers and editors will be arrested
and punished with the utmost severity
of the law.’’ The decree affected 56
Chinese newspapers.
Gibraltar’s New Guns.It has been assumed by a large number of people. especially in England,
that Gibraltar has always commanded
the strait which bears itsname. That
belief was erroneous until recently: ‘The
strait is 124¢ miles wide, and the
best guns mounted at Gibraltar heretofore could not possibly cover. that distance. A few weeks ago, however, -two
of the newest 9.2: inch ‘wire guns, 86
feet in length and firing a_ projectile o
380 pounds’ weight, were mounted on
Europa point. These guns have a range
of 15 miles and are most formidable
weapons.
