A GOOD IMPROVEMENT.
HE tendency in higher educational circles now seems
to be to maintain continuous performance colleges.
That is, have the schools run all the year round, so
that students can drop in at any time, attend classes
as long as they please, drop out when they run out of money, ,
come back when they get ready and graduate when they
have completed their courses, whether in three years, the
customary four, or whether they be ten years about getting
their degree if their poverty requires it. In this way tlie
teaching force gets off a few at atime, working without vacation for four years if they. want to, and then have a year
of rest and recreation allin a lump. It is a time-saving device seems likely to grow on the people.

EXPERT TESTIMONY.
USTICE WOODWARD of the Supreme Court of
New York is out in a declaration coinciding with the
ideas of most laymen, that too high value is placed
upon expert evidence. In the North American Review the New York jurist takes the position that expert testimony is dangerous. He recalls history for a long period
of years to prove that many an innocent person has been
sent to death upon expert testimony. This has obtained for
ages, and to this day expert evidence stands on no better
foundation than it did centuries ago, —
He would not be understood as wholly excluding expert
testimony, but he would have it received with much greater
caution, and not accorded the weight now given to. it by
courts. He'calls attention to the fact that there are many
professional experts in many lines, and that their services
can be secured on hire for either side to a controversy. Indeed, large numbers of these men depend upon such hire for
ys
a livelihood.
Where the plea of insanity is sent up alienists _can be

justice, rather than assisting them to the truth.
The Justice suggests that a remedy may be found in
barring out of court discredited experts, and in providing
that experts called as witnesses shall be paid by the State at

Certainly the jurist is right in his contention that expert testimony is given too much iniportance by the Courts
_ The cause of justice will be more conserved
by placing all such testimony upon a lower level of value.
Itis not probable, however, that Justice Woodward includes
scientific statement and demonstration in his denouncement.
Thus, there are infallible tests in chemistry which cannot
fail to illuminate the truth. There are certain scientific facts
which, when treated as testimony, are simply unimpeachable.
These, when set forth in court by those familiar with them
and the laws governing scientific truth, must retain high
