contention that the enlisted men in the army
ought to receive better-pay is
worth consideration. As he
difficulty, the average of the
factory, few men. re-enlist, and
desertions and dishonorable
discharges are too numerous.
The average pay of privates
is $15 a month. Recruits receiv $13. a month. After two
years the private receives $14, three years ‘$15, after fons HG 10) . ) se
years $16, with $2 added on re-enlistment and $1 on subsequent reenlistment. The pay of first ‘sergeants is $25 a
month. ‘These wages are not attractive to men, and the army
therefore becomes the refuge for an inferior sort. This, of
course, is not disparaging to the many worthy men that
enlist for reasons creditable to themselves. A farm laborer.
commands on an average about $23 a month, with board and
lodging, and while he works harder than a soldier, he has
better food and larger liberty.
The military strength of a country, Sepeciaity under modern conditions of warfare, depends a great deal-on the quality
of its ordinary soldiers. It is the superior intelligence of the
American volunteer that makes him so effective a soldier and
so formidable a foe. But the type of man that enlists in the
volunteers will not enlist in the regular army in time of
peace, for he can do better in civil life. As General Funston
remarked, the Government cannot get something for nothing.
Laborers make two or three dollars a day. Why should not
a soldier receive at least $20 a month? True, the increase
would add about five millions to the army appropriation bill,
and this extra expense would come hard on the heels of the
“expense caused by the enlargement of the army, but if we
will have an army we must expect to pay the price.
If the pay of all enlisted men is not increased it wonld
be worth while to give the sergeants forty or forty-five dollars a month, and thus make that rank something to strive
for. Some sergeants in the army do work that requires the

Green, a negro, notorious in Mount
Vernon, is under special guard in the
Bronxville jail owing to fear that he
will fall prey to lynchers, He is
charged with having attacked a
young woman employed as private
secretary to former Senator Isasc N.
Mills. The victim of the assault was
on her way home when a negro caught
her by the throat end was. strangling
her when she drew a hat pin and jebbed him until be screamed with pain.
He did not release his grip on her
throat, however, until. rescuers appeared in answer to the giri’s shrieks
for belp. A posse quickly formed and
after a long chase Green was arrested,
