Too much hostility toward: the big city has existed in the country, a hostility that ~ has often ‘manifested itself during the legislative session. The motto of the United States is a pretty good one and applies to a single State as well as to a collection. “E Pluribus Unnm” should be the motto of California in addition to its own special one, “Eureka.” In fact the two make a powerful combination. If both are lived up to, the future Erne ity of the State is assured. The people must pull together if they would iiceuad: The prosperity of one part of the State affects all other parts. It is foolish for the north to be jealous of the south, for the country to feel hostile toward the city. The southern part of the State has prospered and has deserved to prosper, and the whole State has profited by the enterprise and public spirit displayed by the far-sighted, long-headed men of Los Angelés. ‘The State cannot grow in population and wealth without San Francisco feeling the effect, nor can San Francisco grow without benefiting the State. All these things are so dependent on each other that no one locality could monopolize prosperity if it would. The interior papers are right in applauding San Francisco’s display of enterprise. Every advertisement issued . from San Francisco, every description of its climate, of its commercial and manufacturing advantages, is of necessity a direct advertisement of the entire State, of which the State is getting the benefit. 447464964 CONGRESS WILL DISCUSS IT. HE present session of Congress was called to consider and act on the Cuban reciprocity treaty, but it has already kicked over the traces and begun to handle other business. Jn his message the President asks that the Cuban treaty be proniptly ratified, but since the call for the séssion. was issued, perhaps even since his message was written, the Panama complications have arisen. Had they come a few months earlier they might have been included as part of the special busitess of Congress, but whether actually included in the call or not, they will certainly receive a large, if not the main part of the attention of the national law makers, The Cuban treaty may or may not be acted upon, but Panama will be disoussed until it is threadbare, even if no definite action be taken. It is a subject that will not down. When the last Senate ratified the Panama canal treaty it was believed that the measure would require no further congtessional action. The failure of Colombia to do its share of the ratifying proved this expectation to be unwarranted, and undid the work that the President and the Senate had believed finished. Even had the Panama revolution not occurred the treaty would have required amendment and a new ratification. The revolution has put an entirely new aspect on the whole affair; has eliminated Colombia from the question and introduced a new and more friendly state; has caused the United States to depart from its time-honored conservatism in dealing with the troubles of its neighbors and induced it to assume an attitude of almost startling aggressiveness. With all this tempting material in full view, the Congressmen would be more than human if they eontented themselves with a dry discussion of the tariff on Cuban tobacco or sugar. Editorial Notes.
