NOV. 4, 1897. SOMETHING BAD IN LANCASHIRE. There is great anxiety and depression in the industrial districts of Lancashire concerning the attempt of the allied organizations vf employers to Pedute the wages of weavers by 10 per cent., and of spinners by 5 per cent. The London “Times” is authority for this statement. It is added that a ing 25,000,000 spindles has declared in favor of the proposed 5 per cent. reduction. The secretary of the operative spinners of ‘North Lancashire . has issued a manifesto in which it is declared that “It is with feelings of extreme regret that we find ourselves compelled to admit that the cotton industry in all its branches is yet under a cloud, and one of the darkest of its kind. Indeed, so black is it that we feel certain the limit must be almost attainied, and we should be nearing the dawn and approaching the. silver lining.’ The secretary in his manifesto expresses a shféwd suspicion that it is nét so much a'5 per cent. reduction in spinners’ wages that the employers want-as-it is a general’ stoppage of machinery, “which,” he says “they are unable to secure by any other means than by attempting to reduce wages.” This is a truly shocking state of affairs for a conntry that enjoys all the bléssings and advantages of freetrade. Industry paralyzed in the great cotton spinning and cotton weaving center of the United Kingdom, and the mill owners scheming for a general shut down by means of strikes and lockouts! There is something wrong in Lancashire. Can it be possible that countries like the United States and Ger many that are “handicapped by a pro-. ; ~ tective tariff’ are crowding British cottons so badly in the markets of the wor ld! This method of detecting forgéries has been devised by Professor M. Bruylauts, professor of chemistry if the University of Louvain. The portion of a document which is suspected of having been altered is first moistened, and then, after being dried, is exposed to the action of vapor of iodine. The portion thus moistenéd, if it has been altered, assumes a violet tint, while the other portion appears'a brownish yellow. This action is evidently due to the removal of a portion of the starch contained in the size of the paper. The same process will even reveal the existence of pencil marks erased by rubbing. —Public Opinion. Very Dangerous.
