*How Democrats Manage to Get Up
Succesful Canards.
It seems a little strange that whenever
a Republican is nominated for Congress in
tie Second District there.are usually Republicans enough to believe charges brought
by the opposition party to either defeat
them or make their election doubtful. It
seems still more strange that the. Republi‘ea “omimees are always amenable to
charges from the Democrats: It proves
“either that there is a little good -timber in
~" the party or that it is the practice of Democrats to make charges no matter who the
~ opposing candidate may be. When Geo,
Blanchard was the nominee Mr. Ohleyer’s
‘rgan friglitened Republicans in the mountains by asserting that he would prove
treacherous to the mining interests.
There were enough Republicans in the
mining districts to vote against him to bring
about his defeat. The truth was Mr,
Blanchard had the largest part of his fortnne . invested ip a locked-up hydraulic
mine, and all the property he was possessed
of was situated in El Dorado county. , '”
Mr. Davis was the next nominee. While
he had for a long time been a resident of
@ mining county and a Superior Judge there,
he was made out to be a citizen of San
Francisco, because he had”an office there,
and voters were made 40 believe that the
ming interests were dnsafe in his hands. .
Now Mr. Johnson is going through the
same process,“ His opponents are using
every misrepresentation with the hope o!
defeating him.
A forged letter lost James A. Garfield the
vote of California, although it was amply
* ~proven that the Morey letter was a rank
forgery long before the electioh came off.
Democrats are very shrewd in. making out
a case or else Republicans are: very gullible. _Inefficiency, dereliction of official
duty, or ony other delinquency on the part
of Democratic officials seldom change a vote
from that party. Semehow a Demccrat
* regards the uominees of his party as good
at least as a nominee of the opposite party,
“gud whether he is cr not he votes for
him straight.
In the present Congressional campaign
the same tactics are Leing used as have
been practiced before. Jt remains to be
“gen whether they will have the same re¢sult in Nevada county. If those interested
“tn hydraulic mining are satisfied with what
has been done the past six years, and believe nd improvement can be made, they
will prébably continue the present regime.
There has been appropriated the sum of
‘Gfteen , thousand dollars to support the
Debris” Conimission. ~The~ fund~is~nearly
‘ (rhausted. Inashort time the Commission will be ashore and probably abandoned.
The present condition is really worse than
it was when it left the courts, ‘Thipgs are

“declare so. There is no fund to either
. Biiild restraining dams or to continue the
+ work of the Commissioners. In a speech
Monday night in Oakland Congressman
Warren B. English said that Oakland. had
been neglected. It had no one in Congress
to properly represent it, or it would now
have a postoffice building, an, improved
water front and many other good things.
He declared the fault all lay with former
representatives. They did not know how.

had Congressmen from other States would
have heeded them.

William Conley of ‘North Bloomfield,
while chopping wood—yesterday,; was struck
in_the-_left eye with apiece-of steel from—a
wedge, the sharp metal penetrating the ey eball. The young man came to this city and
last night Dr. Maller removed .the injured

“To be strong backed and neat
bound, ’’ says Charles Lamb, ‘‘is the desideratum of a volume. Magnificence
comes after.’’ In spite, however, of this
axiom of the gentle Elia, not a few of}
this well,thumbed, torn and dog's eared
favorites turned their backs to the spectator, coverless. Upon a goodly row of
encyclopedias and books which are no
books the jealoas essayist burst forth:
“I confess that it moves my spleen to
see these things in books’ clothing
perched upon shelves, like false saints,
usurpers of true shrines, intruders into
the sanctuary, * * * set out in an array of Russia or Marocco, when a tithe
ot’that good leather would comfortably

Of curios in the way of binding th
exist in England several examples. In
the Exeter museum there is to be found
a volume bound in the skin of George
Cudmore, who was executed in 1880 for
poisoning his wife. In the library of
Bury St. Edmunds there is a ‘‘Life of
Corder,’’ a murderer, bound in a piece
of his own skin, In the library: of Mexborough House there were formerly two
books bound in the skin of Mary Bateman, the Yorkshire witch who was
hanged early in this century. i
In 1821 a man named Horwood suffered the extreme penalty for the murder of a-girl, and the following tradesman’s account of a book in the infirmary
library explains itself: :

Carlyle gave vent to his opinion as to
binding books with human skins. The

This-remark woke up Carlyle, and
speaking -fer-the first and only time
during the evening he observed in his
usual ill bred way: ‘‘Sir, the French

nobility of 100 years ago said they could
afford to laugh at theories. Then came
a man who wrote a book called ‘The
An Ample Fund of Pleasure and Health .

was a theory and nothing but a theory.
The nobles could laugh at this theory,
but their skins went to bind the second
edition of this ‘book.’”
It is a matter of fact that during the
horrors of the French revolution tanneries were established in various parts of
“France where the skins of the victims of
the guillotine were tanned, and many of
these were used to bind books on account
of the fine grained surface exhibited aft
er being curried.
At the Chicago exhibition one of the
curious exhibits was a pack of playing
cards which had been manufactured
from the skin of some captured Indians.
I remember to have seen at an old curiosity shop on New Oxford street only a
few years ago a piece of hard, dry,
tough, leathery skin, which, I was assured, was the tanned hide of a Maori.
The tattoo marks were plainly visible
on its surface, and on examining it with
a powerful glass the grain of the human
skin was clearly shown.
In-speaking-of the. binding of books
one cannot refrain from alluding in passing to the enemies of books—enemies
that usually make their depredations
upon bindings. These insects, popularly
known as bookworms, are found in paper, leather and parchment. The larves
of Crambus pinguinalis will establish
themselves upon’ the binding of a book,
and spinning a robe will do it little injury. “A mite—Acarus ernditus—eate
the paste that fastens the paper over the
edges of the binding and so loosens it.
The caterpillar of another little moth
takes its station in damp, old books between the leaves and there commits
great ravages. Burns has addressed to
these bookworms an epigram which betrays the cynipal humor of the poet:
Through and through the inspired leaves
Ye maggots make your windings;
But, oh, respect his lordship’s taste
And spare his golden bindings!
The little boring wood beetle will also
attack books and has been known to
penetrate through several volumes. An
instance is mentioned of 27 folio volumes
being perforated in a straight line by
the same insect in such a manner that
by passing a cord through the perfect
round hole made by it the 27 volumes
could be raised at once. The wood beetle,
the same varicty that has left pinholes
in Chippendale and other old chairs and
bureaus, destroys prints and engravings,
whether framed or kept in a portfolio,
The ‘‘deathwatch’’ is likewise accused
of being a depredator of books, at least
according to the statements of the keeper
of the Ashmolean museum, Oxford,—
Arthur Hayden.
