WHEREAS, The Legislature of the State of
California. at its thirtieth session, beginning on the second day of January, A. D. 1893,
two-thirds of all the megrbers elected to each
of the houses of said Legislature voting in fayor thereof, proposed the followimg-—described
amendments t; the Constitution of the State of
California, to-wit; ‘
Amendment Number One.
ASSEMBLY CONSTITUTIONAL AMENDMENT NO. 8.
A resolution to propose to the people of the
State of California an amendment fo the
Const tution of the State, amending section
one of article two thereof, relative to the
right of suffrage.
Section 1. Every native male citizen of
the United States, every male person who shall
have acquired the rights of citizenship under
or by virtue of the Treaty of Queretaro, and every male naturalized citizen thereof, who shall
have become such ninety days prior to any
election, of the age of twenty-one years, whe
shall have been resident of the State one year
next preceding the election, and of the sje
n which he claims his vote ninety days, an
in the election precinct thirty days, sha ibe entitled to vote at all elections which are now o¢
may hereafter be authorized by law; PROVIDED,
no native of China, noidiot, no insane person,
no person conyicted of any infamous crime,

new county shall be established which shall
reduce any county toa population of less than
eight thousand; nor shall a new county be
formed containing aless population than five
thousand; nor shall any line thereof pass within five miles of the county seat of any poe d

of the United States under the naturalization
laws thereof, while bona fide residents of this
State, shal] have the same rights in respect to
the acquisition, possession, enjoyment, transmission, and inheritance of ail property, other
than real estate, as native-born citizens; PROVIDED, that such aliens owning real estate at
the time of the adoption of this amendment
may remain such owners; and PROVIDED, FURTHER, that the Legislature mets by statute,
provide for the disposition of real estate which
shall hereafter be acquired by such aliens by
descent or devise.

State of California an amendment to section
seven, article eleven, of the Constitution of
the State of California.
Section 7, City and county goverments may be

government, with one set of officers, and may be
incorporated under general laws prvviding for the
incorporation and organization of corporations for
municipal purposes. The provisions ef this Constitution applicable to cities, and also those applicable to counties, so far as not incorsistent or
prohibited to cities, shall be appgicable to such
consoldated government.

relation to revenue and t xation.
Section 1, All property inthe State, not exemptunder the laws of the United States, shall
be taxed in proportion to its value, to be ascertained as provided by law. The word ‘ property,”
as used in this article and section, ia hereby «edues, franchises, and all other matters and things,
real, personal, and mixed, capable of private
ownership; PROVIDED, that property used for
free public libraries ard iree museums, growing
crops, property used exclusively for public
schoo #8, and such # may belong to the Uuited
States, this State, or to any county or municipu
corporation within this State, shall be exempt
from taxation. The L: gislature may provide,
except in case of credits secured by mortgage
or trust deed, for a deduction from credits of
debts due to bona fideres dents of this State.

An Act to submit to the people of the State of
California su amendment to section twentythree of article four of thé Constitution of
the St :te of California.
Section 23. The members of the Legislature
shall receive, in full payment for their services,
the sum of one thousand ($1,000) dollars, an
mileage not to exceed ten cents per mile, and
for contingent expenses not to exceed twentyfive dollars, for each session, to be paid out of
the public treasury. Noincrease in compensation or mileage shall take effect during the
term for which the members of either house
shall have been elected, and the pay Of,no attache shall be increased after he is elected or
appointed. :
NOW, THEREFORE, Pursuant to the provisions of the Constitution, avd an Act of the Legisluture entitled “An Act to provide for the submission of proposed amendments to the Conatitution of the State of California to the qualified electors for their approval,” approved
March 7, A. D., 1883, viz.:
“Section 1. Whenever the Legislature shall
propose any amendment or amendments to the
Constitution of this State, which amendment or
amendments shail have been passed in the
manner and form requiced by rection one of
article eighteen of the Constitution, and no
other mode is provided by law forthe submission ofsuch amendment or amendments to the
people for their approval, it shall be the duty
of the Governor to advertise suck proposed
amendment or amendments in at Yeast four
newspapers of general circulation in this State,
for three montha next preceding the next genera! election, One of said newspapers must be
published at the city of Sacramento; and two
at the city of San Francisco; and in issuing his
proclamation for ap election at which any
amendment or amendments to the Constitution
are tobe yoted upon, he shall include such
amendment or amendments therein, and he
shall designate them by numbers, in the « rder
in which they have been proposed.”

‘An Ordinance to Prevent Animals Running at
Large in the Night Time and Trespassing on
any Private Inclosure within the Corporate Limits of the City of Nevada,’ are hereby_ repealed,
Said Ordinance is hereby amended by the insertion of the following Two Sections:Section 1.
No Horned Cattle, Horses, Mules or Goats shall
be permi:ted to run at large within the corporate limits of the City of Nevada at any time,
neither shall any such animals be permi’ted to
be upon the streets of said Cicy except when in
charge of some competent person, nor to feed or
graze thereon. Any animals: found trespassing
bs. ig any private enclosure inthe City may be
taken up by any person and committed to the
same subject tothe same demand for damages
as hereinafter provided.
Section 2.
Duty of Marshal.
It shall be Jawful for and it is hereby made the
duty of the City Marshal to take up aud impound
all Horned Cattle, Horses, Mules or Goats found
running at large within the city limits.

within the said city, for a term of twenty-five

Now, THEREFORE, BE 1T RESOLVED, That the
City Clerk be and he js hereby instructed to adyertise in the DAILY TRANSCRIPT, a newspaper
ublished in the city of Nevada, State of California, for ten (10) consecutive days, the following notice of intention to award a Franchise
Pie the aforesaid privileges to the highest
idder; in the following words, to-wit:

Notice is hereby given that the Board of
‘Trustees of the City of Nevada, County of Nevada, State of California, has received application for a Francise to construct, lay down, operate and maintain an electric telephone and
telegraph ih and system, with all the necessary appliances, inthe public streets of the
City of Nevada, for the period of twenty-five
(25) years, and thatitis proposed to grant the
same to the highest bidder, and that the said
Board of Trustees will on the 18th day of October, 1894, at 8 o'clock r. M., meet in the
City Hall of the City of Nevada, in open session,
for the purpose of opening sealed prerecs for
the purchase of a Franchise of the character
and for the term set forth below, at which time
and place said Franchise will be awarded to
the highest bidder. The following is a copy
of the Ordinance which is proposed to od
passed awarding to the successful bidder the
aforesaid Franchise, to-wit:

The Board of Trustees of the City o' Nevada
do ordain as follows:
SECTION 1. The City of Nevada hereby

place, fay, erect, maintain and operate in the
streets, alleys and puplic bighways within said
city, poles, wires and other conductors for the
transmission of electricity for telephone and
telegraph perpones.
SECTION 2. Such wires or conductors shall be
stretched upon poles or other fixtures above
ground in a workmanlike and pooner manner;
said poles shall be erected at the edge of the
sidewalks in. said City in a good and substantial
manner and shall be painted. Said grantee and
its assigns shal) cause a wire to be placed in the
City Hall of said City with a proper receiver
and transmitter, which they shall keep in good
condition and which shal] be open to use of the
City Marsha), or other City Officers at_all times,
for police or fire alarm purposes, free of charge.
The Board of Trustees of said City shall have
the right to cause said grantee to move the lo
cation of any pole whenever the public convenience shall require the location of the same
elsewhere; the expense of such removal to be
paid by said grantee. :
SECTION 3. The said grantee, or assigns, may
make all necessary excavations in any of said
streets, alleys or public highways for the purpose
of erecting aad maintaining poles or other supports for said wires or conductors or repairing
the same, and said work shall be done in compliance with the necessary rules, regulations
ordinances or orders which may, during the
continuance of this Franchise be adopted from

be construed as in anywise to prevent the eames

An ordinance to provide Reyenue—To Levy #
City Road and Street Poll Tax for the year
1894 and 1895..
HE BOARD OF TRUSTEES OF THE CITY
of Nevada do ordain as follows:
Section 1. Thata City Road and Street Polk
Tax of Three Dollars is hereby levied, for the
fiscal year 1894-1895, upon each male inhabitant
of the City of Nevada, over the age of 21 years
and under 50 years, for City. Road and Berest
purposes, which: said Pol Tax shall become
due and betome collectable on and &fter the
first day of July, 1894, in the manner provided
by law for the collection of School Poll Taxes.
Section 2. The CityMarshal of said City of
Nevada is hereby!made collector of said tax, an@
shall collect the same in the manner provided
by law, and upon thé neglect or re of any
person liable therefor to pay said tax, after demand, said Marshal must colleet the same by
seizure and sale of any personal gg owned
by such person. Said sale may be made after
three hours verbal notice of time and place, and
the provisions of Sections 3791, 3793, 3794, 37
and:$796 of the Political Code of California shal:
appl; to and govern such seizure and sale.
Section 3. The City Marsha} must make a
sworn report to the City-Board of Trustees of
the total amount of said poll taxes collected by
him during the preceding month, and must pay
the same, less the amourit of his percentage for
collection, to the City Treasurer at the same
time as other revenues are made. parable.
Section 4. The City Marshal sha!l be allowed
fifteen per cent of all su h poll taxes colleeted
by him for said fiscal year, for making such collections.
