A resolution to propose to the people of the State of Callfornia an smeidmnent to the Const tution of the State, amending section one of article two thereof, relative to the right of suffrage. Section 1. Fruitand nut-bearing trees under the aye of four years from the time of planting in orchard form, and grapevines under the age of three yeara from the time of planting in vineyard form, shall be exempt from taxation and nothing in this article shall be construed * subjecting such trees and grapevines to taxation.
