AN IMPORTANT ISSUE.
The Tariff Question Should Not Be
“Overlooked.

In 1832, when he was President, Genera
Jackson in his message to Congress said
concerning the effects of the bill he had advocated as a Senator: ‘Our country presents
on every side marks of prosperity and happiness unequalled, perhaps, in any othr
_portion of the globe.” Henry Clay raid of
the same condition the fellowing:‘‘Oo a
general survey we behold cultivation extended; the arts flourishing; the face ol
the country improved; our people fully sand
profitably employ ed; the public countenance
exhibiting tranquility, conteatment and
happiness; its public debt of two wars had
been nearly redeemed; and; to crown all,
the public treasury was everflowing. Ii

o: the greatest prosperity which this peo‘ ple has enjoyed since the establishment oi
of their present Constitution, it would be
exac.ly that period of seven years which
immediately followed the passage of the
tariff of 1824.” Daniel Webster in a speech
about that, period ‘paid: The relief attained
by the coulttry through these tariffs of 1824
and 1828 ‘‘was profound and general, reaching all classes—the farmer, the manufacturer, the ship-owner, the mechanic, and
the day laborer. The change was as great
as when Hamilton smote the rock of public
credit and abundant streams of revenu:
gushed forth.”
But the South did not like so much prosperity in the North and were on the point
of rebellion, if the tariff was not changed

Notwithstanding the condition 6f the
Democratic party in the face of it all, in
1856 in . National convention, resolved:
“That the time has come for the people
of the United States to declare themselves
in favor of free seas and’ progressive free
trade throughout the world.”
Financial and industrial revolution followed. The revenues of the (Government
were so'small that luans had to be negotiated
at ‘high: nates of interest and no one was
anxious to bid for the bonds, :
James Buchanan, the. last Democratic,
President, in his: last annual message to
Congress, said of the condition of affairs as
follows:
“With unsurpassed plenty
productions and all the elements of natural
wealth, our manufactures have suspended ;
our public works are retarded ; our private
enterprises of different kinds are abandoned;
and thousands of useful laborers are thrown
out of employment and reduced to want.
We have possessed all the elements of material wealth in rich abundance, and yet, notwithstanding all these advantages, our
country, in its mometary interests, is in a
deplorable condition.”
In 1861 the Republican party took charge
of the Government. A protective tariff was

predecessors of 1789, of 1815, of 1824 and of
1842 it soon brought prosperity to the
