' _American cities. tion. The public schools should scale and maintained with generous frugality. libraries should be well appointed, parks numerous and well cared for, the public health safeguarded in all possible ways and public morals made a subject of prime concern, but there should be some point at which a line may be drawn between public and private enterprise. If nowhere else, that ‘line should be drawn at the point where there is likelihood of public taxation being resorted the conduct of a business enterprise by a state or a municipality. ‘That bound has been repeatedly overstepped in Australia and America and not infrequently in England and on the continent of Europe. This emphasizes the need a voting’ population that has the power to mulct the property of others for its own actual or lic benefit. ing by the working people. The home owner is rarely to be found in the ranks of socialistic propaganda. The every man a conservative. understood. For these reasons it should be the especial concern of every man of property to see to it that those who wholive by what they earn in wages or salaries are encouraged, and aided if need be, in becoming independent property owners. should not permit home hunger to be made the occasion for working off of shoddy houses on unsuspecting persons at ruinous prices, but should combine their efforts to see to it that those who undertake to acquire homes shall get the price of their money. The home is can cast to windward and, in American cities, almost the only one. We can not, in our country, limit the franchise, as it is almost universally limited in British and European cities, to those who own property and, in some countries, in proportion to the property owned. The man who scatters his “chink” and leaves others to thiuk of what is to become of him when he is old has the same right to vote a tax that the man has who must pay that tax and this right is not to be taken away. The spirit of our institutions will not permit it. Therefore it is in some other direction that prudent property owners must look for the development of that conservatism which is to safeguard their property interests against confiscation, and in no other direction can they look with so much assurance of success as in the direction of home-makThe living under a rented roof makes most men regardless of consequences to property rights.
