D. 1896, when the following officers will be elected, namely : ‘ President of the United States. Also, seven Representatives to the Congress of the United States; being one Representative from each Congressional District. Also, one State Senator from each of the following Senatorial Districts: First, Third, Fifth, Seven Ninth, Eleventh, Thirteenth, Fifteenth, Seventeenth, Nineteenth, Twenty-First Twenty-Third, Twenty-Fifth, TwentySeven: ogg Haag Thirty-First, Thirty-Third, irty-Fifth, ThirtySeventh, and Thirty-Ninth. (Assemby Constitutional Amendment No. 38.) ARTICLE XII. ‘ Section 1. All property in the State not exempt under the laws of the United States, or this Constitution, shall be. taxed.in proportion to its value, to be ascertained ‘as provided by law. The word“property,” as used in this article and section, is hereby declared to include moneys, credits, bonds, stocks, dues, franchises, and all other matter and things real, personal and mixéd, capable of private ownership; provided, that property used for free public libraries andfree public museums, growing crops, mortgages, trust deeds, roperty used exclusively dong to the United States, this State or to.any. county or municipal corporation within this State, shall be exempt from taxation. The Legislature may provide for a reduction from credits of debts due bona fide residents of this State. ; Sec. 2. Section four of article thirteen ae this Constitution is hereby reSec. 3. The Directors or ‘Trustees of corporations and joint-stock associations shall be jointly and severally liable to the creditors and stockholders for all moneys embezzled or misappropriated by the officers of such corporation or joint stock association, during the term of office of such Director or Trustee. Every native citizen of thé United States, every person who shall haye acquired the rights of citizenship under or by virtue of the treaty of Queretaro, and every naturalized citizen thereof, who shall have. become such ninety’ days prior to any election, of the age of twenty-one years, who shall have been a resident of the State one year next preceding the élection, and of the county in which he or she claims to vote ninety days, and in be entitled to vote at all elections which are now or may hereafter be authorized by law; provipep, no native of China, no idiot, insane person, or person’ convicted of any infamous crime, and no person hereafter convicted of the embezzlement: or misappropriation of public money, and no person who shall not be able to read the Constitution in the English. language, and write his or her name, shall tor in. this State ; provipep, that ‘the provisions of this amendment rélative to an educational qualification shall notapply to any person prevented by a physical disability from complying who new has the right to vote, nor to any person who shall be sixty years of age and upward at the time this amendment shall take effect. ; Each amendment shall be voted on separately from the others, by ballot, at the next general election to be held on Tuesday, the third day of November, 1896.
