The Latest Events at Grass*Valley Up to 4 O'clock This Afternoon. Three men were arrested—yesterday, for getting into a row at Chinatown Saturday night, Their case will’ come up tomorrow. "Two or three other arrests were made last night for drunkenness and disorderly conduct, : Joseph Johnston and Miss Annie Michell, daughter of W. J. Michell, were married at the Methodist parsonage Saturday euening. W. A. Hawley and wife take their departure’ tonight for South Africa: —————_ + 7Oe-— Arrested an Escaped Lunatic. Deputy Sheriff Neagle this -afternoon arrested a man who escaped-from the insane asylum at Napa a short time ago. Cintas Are You Puzzled 3 of the town. The work was done at the instance of the owner of the works, Mrs, Huntington, and forwarded to her in London where she was visiting, organizing a company to reopen the old Banner Mine in this district. Shortly after this work was completed, the Trustees began action on the proposition of a new water system, and Mrs.o Huntington concluded to do nothing until the question of the new works-was decided, deeming it unwise as a business proposition to expend a large sum of money, when’ her property interests were so threatened, Some citizens.do not favor new w orks if Mrs, Huntington will improve the present works and put them in good shape. ; Mr. Englebright is one of the most competent civil engineers, and reports that if his fecommendatious are adopted the system will be first class, Mrs, Huntington agrees to follow these recommendations, strictly, in the event. the city dues not put in new works, A If the city does put in new works, then of course, there will nut be any necessity for the improvements. The report and letter are “here given in full, Nrvapa Ciry, Cat,, Mrs. E,-C,-Huntington,— New, York City, Derr Madam:—In accordance with your request, I have examined the Nevada ‘City Water Works -in reference to complaints of lack of water supply in the’ city, and to recommend such changes or additions which may" be advisable to make the system more satisfactory. I have. therefore made a partial survey of the system, ob. taining the elevation in-various portions of the city, and witha pressure gauge obtaining the actual pressure on the mains, Herewith tind my report. 4 July-6, 1895, ov ery respectfully W. F. Enavesricur, NEVADA CITY WATER WORKS. The water supply of this system is delivered from the South Yuba. Water Company into the upper reservoir, from. which it is drawn into the lower regervoir. The reservoirs are ample, in good condition, and hold several days’ watersupply. The-lower reservoir, to which the pipes connect, is at an elevation of 231 feet above Main Street the present system was put in. This addition being made to the system would have the effect to-greatly redace the velocity of water in the pipes,and make the friction head practically nothing. For instance, tHe actual running pressure on similar Jarge increase of head would also be obtained on all parts of the system, and furnish an adequate supply of water to the higher portions of the town, which are now at times poorly supplied, and provide for extensions of the system. In addition to the general satisfaction which an improved water. system in this }~ city will give; it will be noted that. there has been considerable discussipn of the proposition of the city putting in a water system, This proposition is urged by the residents of the higher portions of the city, claiming a lack of adequate fire protection. If the recommendations I _have made .are carried out, the system will be first class, and all portions he city: will: be well supplied with wea if additional tire hydrants be tached to the new mains which Ihave recommended, the city will have ample fire protection. Lonpon, Aug., 14th, 1895, Dear Mr. Mora@an: I have your communication of the 25th ult., with statement enclosed; also Mr. Englebright’s report of the condition ‘of. the water works, with maps. It is so handsomely prepared, and so plain and’ comprehensive that any one could understand it, ' what should be done for the improvement of the water works and the estimates of the cost, seem to me to be sound. { have always wished to give the town the best system*that could be obtained under existing circumstances or conditions, and which could not be excelled without an expense of a good many thousand dollars. The new Constitution -has made water properties so precarious as to discourage further investment to those already existing, and to prohibit construction of new proper— ties ; and on the other hand, that a Board of Trustees could regulate the rates, T have no doubt these improvements are necessary, and I am willing to make them if the works are to have any degree of permanency. There seems to be no security, so far as the. town is concerned, regarding me. : At all events, I have. confidence in Mr. Englebright’s and your judgments and opinton, and will act upon his report in its entirety, if the result of the eleetion shows me that thepeople still be lieve. that I can give them a good water service—as ¥ can do. A} His suggestions as to : George Rogers Shoo's at a Man at Washington Saturday Night. At Washington Saturday evening, George Rogers got into a quarrel with a man by the name of Spangel. During the row Rogers placed his hand on. Spangel’s shoulder, as if to make up, and at the same time drew a pistol and began shooting at Spangel. He fired two shots, neither ot which took effect, and Spange! managed to get away. ‘Constable Gleason attempted to arrest Rogers, whereupon the latter struck the ofticer with the butt of his pistol, knocking out two of Gleason's teeth. Rogers then went to his mother’s house, and left for the woods yesterday: morning at 10 o'clock, taking a ritle with him. a Intelligence of the affair was sent to this city and Sheriff Douglass left here for Washington about 2 o’clock yesterday afternoon, with the intention of. trying to capture Rogers.
