following reasons, to-wit:First’ Because it now is, and for many years

an adequate supply of pure, wholesome water
for the use of sald City and itsinhabitents for
any fatr, orreasonable sum of money, the price
charged therefor being exorbitant
Second, Because the presentsystem of water
works owned by Mra. EK. ©. Huntington, and the
only source of supply now and for many years
last past supplying #aid City and its Inhabit
ants thereol with water, ls imperfect, the pipes
mains and . terals are corroded and clogged
with rust, and do notextend to all parts of the
Cicy or supply all the inhabitants thereof with
water,
Third: Because in case of emergency, fire,
‘ete., there isa wholly {inadequate supply and
insufficiency of pressure of waterforthe needs
aud requirements of said: City, afd that by no
menus, other than the acquisition of the afore
anid property, richts and things, and the con
struction aud completion of said public water

the public interest and necessities of thd City
of Nevada and its tubabitants demand the acquisition, construction and completion of such
public water works,
Section 5.
That the cost of the acquisition of said prop
erty rights, and things,and of the construction and ce mpletion of sald reservoirs, is and
will be too greatto be pald out of the ordinary
annual income ant revenue of said City of
Nevada, and that it is hecessary to incuran indebtedness by said City inthe aggregate sum
of $60,000.00, and to issue bonds of the said City
to that amount to pay the cost thereof

An soon as the polle are closed in each of
‘aid precinets the Judges of election shall can‘ase the votes cast in their respective precincts
for and «gainst incurring the tadebtedness
tforesaid, as tearly as practicable, in the manner
srovided by law for canvassing votes for municia) officers elected at elections held'in the City of
Nevada. The returns for the said precincts
shall be made out and signed in the usual form
ry the officers of election for gaid precincts repectively,and shall be forthwith deposited
vith theClerk of the Board of Trustees ot said
‘ity of Nevada, together with the ballots cast
st wald special electi in said precincts respectively. The Board of Trustees of sald City

manner proided by law for canvassing reurns of election of municipal officers of said
‘ity. If, upon the canvasa of eaid returns it
shall be ascertained and determined that at
least two thirds of allthe voters voting at said
ipecial election have voted im favor of the
‘foresaid proposition for {incurring the said indebtedness { $60,000.00, then the bonds of sald
‘ity of Nevada hereinbefore mentioned shall
be issvied by the Roard of Trustees as herein
»y law provided, and aa hereafter prescribed by
said Board.
Section 12
Immediately upom passage of this Ordinance,
nd its approval by the President of the Board
of Trustees aforesaid, the said Ordinance is
hereby ordered and directed to be and shall be
published tm the DaiLy Transcrret, a daily
oewspaper published in said City of Nevada,
for the period of two weeks amd shall be pub
lished in each isaue of said paper as often as th
vame is puolished during said period, and the
last publication thereof shall net be less than
