JORDAN of Alameda. ‘ ? , itt THE PLATFORM. ‘Following is the report of the comdttee on platform and resolutions: , We, the republican part of the state ‘f California, in convention assembled, lereby adopt the following platform nd resolutions: We congratulate the people of the state upon the fact that this country ts in a condition of general prosperity. Such condition has existed since the first election of Willlam McKinley to the presidency of the United States in 1896. We declare that such condition is largely due to the beneficent legisla‘tion by the Republican party and to the general confidence of the people in the sound, able and conservativo administration of the public affairs by the republican party. -We-deplore-the--untimely.death of our great and beloved leader, William McKinley, and express our horror at the crime of his assassination. We mourn the loss to the country, coming in the fullness of his power and use fulness. We most heartily indorse the administration of President Roosevelt, whom we regard as a wise and worthy successor to the lamented William Me Kinley, as being. judicious, patriotic opposition to any sate apily_te_em-governmant wark whether performed in pubifc ar private . ” establishments. We. heartily commend our senators and representatives in ponerse for their untiring. zeal In belfalf of every materfal interest of California. We declare our firm opposition to all reciprocity treaties inconsistent with the protection to American labor and industry; to which the Republican party stands pledged, and especially. to any reciprocity arrangement with Cuba, or any other foreign country, as being destructive to the interests: of the beet-sugar, raisin, citrus and dried fruit industries of California, in which large amounts of capital have been invested, under the assurance that the same would be safeguarded by the protective tariff as other industries are protected; and we further declare our reciprocal policy other than that laid down in the republican national platform of 1900, which says: ‘We favor the associated policy of reciprocity, so directed as to open our markets on favorable terms for what we do not ourselves produce in return for free foreign markets,” We recognize the great and increasing importance of the petroleum oil industry of this state. It has not only become one of the large direct wealthproducing sources, but has proved ot incalculable benefit to our manufacturing and other industrial interests and will, we believe, be a continued source of advantage, enlarging the manufacturing industries and extending the commer f this state. We.a ciate the energy, courage and industry displayed by the petroleum miners of this state, and reeognize that we are indebted to them in no small degree for the remarkable development of this industry. ~ We commend the course of our senators and representatives in congress. andthe administration of the secretary of the interior, whereby the attempted taking of large areas of valuable petroleum oil lands under pretended selections of agricultural lands have been prevented. We favor legislation which will so regulate the process of injunctiom as to prevent its exercise in abridgement of the right of free speech or peaceful assemblage. and forceful,.and in. consonance with the best. traditions of the republican a broad and enlightened foreign and self:to be a friend of the great west coast as the reclamaticn of arid land the Isthmian canal and the exclusion of Chinese cheap labor; and he, therefore, deserves at our hands the support and indorsement which he has earned by his efforts to broaden the sphere of our national activities and to de velop the resources of this particular section of our glorious union. In recognition of his eminent services and sympathy the west and its people, he has earned and is entitled to the earnest support of the people of this state. We rejoice that the firm but enlightened policy pursued in the Philippines has secured peace in the islands, and that the work of education, civiligation, upbuilding and development is begun. We urge that contention over . our policy in the PiNlippines should now cease, and the beneficient plans of the civil government be given the united and cordial support of all the people. ; Te We declare that a fair and just recognition of the services of,the federal soldiers and sailors of the late civil war and those of the war with Spain requires that a lMberal provision be made, with pensions for the disabled soldiers and widows and orphans of those who foll for the flag. We commend the brilliant and patriotic services of our army and navy in maintaining the dignity and “onor of our flag on the seas and in our foreign possessions, and we condemn the malignant attacks now being made upon our soldiers and sailors. We favor just and liberal appropetations for the proper maintenance ot the University of California, and we recommend that the growing needs and functions of the university be supplied from permanent sources of revenue. In view of the generally recognized fact that the prosperity and progress of California depends so largely upon the development of its water resources and the preservation of its forests, we favor a liberal appropriation to be made by the state to be used in cooperation with the federal government for the purpose of investigating suitable locations for storage reserveirs and tne cost of the same and in preparing some plan for the preservation of the forests. We protest against the adoption of the proposed assembly constitutional amendment No. 28. This amendment if adopted would confer unhéard-of arbitrary powers upon both the governor of the state and the proposed commission. It would be subversive of the well-established rights of botu cities and counties and would be a revolutionary change in the methods of dealing. with~quasi-public corporations, We indorsé-the improving of tha Sacramento and San Joaquin rivers and urge that ample appropriations be made for increasing the drainage and flood carrying capacities of our rivers, vention to an economical administration of the affairs of the state.
