THE PLATFORM.
Following is the report of the committee on platform and resolutions:
We, the republican part of the state
of California, in‘convention assembled,
hereby adopt the following platform
and resolutions:

We congratulate the people. of th
state upon the fact. that this country
fs in a condition of general prosperity.
Such condition has existed since the
first election of William McKinley to
the presidency of the United States in
1896. “We daclare that such condition
ia largely due to the beneficent legislation by the‘ Republican party and./to
the general confidence of the people
administration of the public: affairs by
the republican party. : os
We deplore the untimely death of
our great and beloved leader, Wilflam
McKinley, and express our horror at
the crime of his: assassination.
mourn the loss to the country, coming
in the fullness of his power and use
fulness, t ’
We most heartily indorse the admin
istration of President Roosevelt, whom
we regard as @ Wise and worthy successor to the lamented William Mc
Kinley; as» being judicious, patriotic

We heartily commend our senators
and representatives in congress for
their untiring zeal-in behalf of every
material interest of California. —
We declare our firm opposition to all
the protection to American labor and
industry, to which the Republican
party stands pledged, and especially to
any reciprocity arrangement with
Cuba, or any ofher foreign country, a8
being destructive to the interests of
the beet sugar, raisin, citrus and dried
fruit industries of California, in which
large amounts of.capital have been invested, under the assurance that the
same would be,safeguarded by. the protective tariff as.other industries are
protected; and wé further declare our
opposition to any reciprocal policy
other than that lald down in the republican national platform of 1900,
which says: ‘We favor the associated
policy of reciprocity, so directed as to
open our markets on favorable terma
for’ what we do not ourselves produce
in return for free foreign market.”
We recognize the great and increas
ing importance. of the petroleum ofl
industry of this state. It has not only
become one of the large direct wealthproducing sources, but has proved ot
incalculable benefit to our manufaéturing and other. industrial interests and
will, we believe, be a continued source
of advantage, enlarging the manufacturing industries and extending the
commerce of this state. 2
We appreciate the energy, courage
and industry displayed by the. petroleum miners of this state, and recognize that we are indebted to them in
no small degree for the remarkabie
development of this industry.
We commend the course of our sena
tors. and—representatives in congress .
aud the administration of the secretary
of the interior, whereby the attempted
taking of large areas of valuable petroleum oil lands*under pretended selections of agricultural lands have been
prevented.
We favor legislation which will so
regulate the process ‘of injunction ‘as
to prevent its exercise in abridgement
of the right of free speech or peaceful
assemblage.
Believing that the people of this
and.forceful,. and in! consonance with
the best traditions of
party. President Rooseelt has pursued
g broad and enlightened foreign and
golf. to be a friend of the great west
by his frank indossement of such 16asures peculiarly favored by. the, Pacific
coast as the reclamaticn of arid land
the. Isthmian canal and. the exclusion
of Ghipese cheap labor; and he, therefore, deserves at our hands the support
and indorsement which he has earned
by his efforts to broaden the sphere
ef our national activities and to de
velop the resources of this particular
aection of our glorious union. In recognition of his eminent services and
sympathy the west and its people, he
has earned and is entitled to the earnest support of the people of this state.
We rejoice that the firm but en
lightened policy pursued.in the Philippinéé has secured peace in the islands,
and that the work of education, civiligation, upbuilding and development is
begun. We urge that contention over
our policy in the PiNlippines should
now cease, and the beneficient plans of
the civil government be given the
united and cordial support of all the
people.
We declare that a fair and just recpgnition of the services of the federal
soldiers and sailors of the late civil
war and those of the war with Spain
requires, that a liberal provision be
made, with pensions for the disabled
soldiers and widows and orphans of
those who foll for the flag.
We commend the brilliant and patriotic services of our army and navy in
maintaining . the dignity and nonor of
our flag on the seas and in our foreign
possessions, and we condemn the maour soldjers and sailors,
We commend all conspiracies and
combines to restrict business, to create
monopolies, to Mmit production or to
control prices, and favor such legislation as will effectually restrain and
prevent all such abuses, protect and
promote competition and secure the
rights of producers, laborers and all
who‘are engaged in industry and commerce, and we approve and commend
the efforts of President Roosevelt to
enforce the laws against illegal combinations in restraint of trade,and pledge
him our hearty support in allhis efforts to protect the people from all op
pressive combinations of capital.
We rejoice in the fact that the act

made by the state to be used in cooperation with the federal government
for. the purpose of investigating suitable locations for storage reservoirs

of the forests, :
We protest against the adoption of
the proposed. assembly constitutienal
amendment. No. 28. This amendment
if adopted would confer unheard-of arbitrary powers upon both the governor
of the state and the proposed comanigsion. It would be subversive af the
well-established rights of bota. cities
and counties and would be a revolutionary ehange in the methods of dealing with quasi-public corporations,

Sacramento and San Joaquin rivers
and urge that ample appropriations be
. made for increasing the drainage and
flood carrying capacities of our rivers.
We pledge the nominees of this eonvention to an economical administration of the affairs of the state,
