Section 1. Every native ma'e citizen of
the Luited States, every male person who shall

three of article eleven of the Conetitution
of the State of California, relating to the
formation of new counties,
Section 3. The Legislature, by genera! and
uniform laws, may proyide fur the formation
of new counties; PROVIDED, HOWEVER, that no
new county shall be established which’ shall
reduce ay county to a population of less shan
eight thousand; nor shall a new county be
formed containing ale-s population than five
thousand; norshall any line-thereof pass within five miles of the county seat of a4 count
proposed to be divided. Every county whic
shall be enlarged or created from territor:
tuken from any other county or counties, shall
be liable for a Jat proportion of the existing
debts and ijabilities of the county or counties
from which such territory sha. be taken.

of Nevada do ordain as follows:
Section 1, Theta «ity Road and Street Poll
Tax of Three Dollars is poteny fevied, for the
fiscai ) ear 1894-1896, upon each male itbabit.ne
of the City of Nevada, over the age of 71 years

purposes, which said Pol Tax shall become
due snd become collectable on and after the
firs' day of July, 1894, in the man: er provided
by law for the collection of School Poll Taxes.
Section 2. The City Marshyl of said City of

shallec lleet the same in the manner provided
by law, and upon tie neglect or refueal of any
person Jiable therefor to pay said tax, after demand, said Marshal must collect-the same by
