HERE isno doubt that behind Dr. Pardee during the forthcoming campaign will be the unbroken phalanx of the Republican legions of this State. The hearty vote carried by the Convention at the conclusion of the last ballot making Pardee’s nomination the unchallenged verdict of the united delegations gives the nominee a Secure lease of the support throughout the campaign—such support as will once more prove that Republi-. ctn sentiments, thoughts and actions find earnest approval in the hearts of the people of ime Pacific Coasi. There will be no apathy among voters under the vigorous discussion of issues before the people. It will be an aggressive rather than a defensive campaign. @#a4ée4e6ee4e444t4e The Campaiqn. INCE the Republican State Convention in its wisdom saw fit to eliminate the personal equation from the campaign, it is now an evident fact that the fight must therefore be made upon the issues of principle and policy. In doing this the party has put itself in the right position, since elections are indeterminate when personal issues are inyolved. Under our system of government and of politics it is intended that the people at the polls shall pass upon governmental policies. An election -is their sole means of recording the popular will in that respect. When lack of character in candidates makes that the matter seeming of greatest immediate importance the result has determined nothing except that the people do or do. not want certain men in office. Under such circumstances an expression on issues of principle is held in abeyance, while the people are compelled to settle a matter of political morality, which should be settled by nominating conventions, as it has been settled by the Republicans of California. The personality of the Republican ticket is above reproach and is therefore practically unassailable. The opposition is prone to make personal issues, and its organs are already at the work. But the pretext for it is artificial and does not exist in the nature of things, and is not found in the personality of the ticket. The people will not be misled by the making of such an issue. They intend that November’s result shall have a higher meaning. They intend that it shall settle, once for all, California’s position, upon protection as an economic principle and not a policy of expediency, to be played with by great consolidated interests, to their profit and the people’s loss. They intend that it shall affirm as a duty no longer to be evaded the protection of the State’s climate by conservation of forests and waters. Let that be so plainly understood that a Republican Legislature cannot adjourn uutil it has made sure the permanent fertility of the valleys by protecting the forests of the mountains. This protection must be of such a nature that forest arson will be detected and. punished as a crime against the means of human existence, and that the fires which annually cover the mountains with a pall of smoke and destroy more merchantable timber than economic use would demand in five years must be reduced to the minimum and their cause, wlien they occur, must be unavoidable accident only. This question has been juggled with too long. It is wasting the State’s greatest endowment of resources and is drying up the fountains of moisture at their source. The people will indorse the Republican platform as their august instruction to their representatives on this greatest of economics and will expect that iustruction to be obeyed or some one will be punished. ; So, in respect to all. the expressions of the platform, each will be treated not as molssses to catch flies but as a definite and intended declaration. In this view of the campaign the opposition press would be doiug better than it is if, instead of pretending to pick flaws in the personality of the ticket, it would suggest errors in the expression of principle and policy and put forward what it regards’as a better and higher expression of the popular will. William Scott, the veteran conetable of Nevada Townaip, expired. suddenly at a quarter to four o’cloek this afternoon. He was being taken to the home of his daughter, Mre. Thomas McAulay, in Grass Valley, in a hack, by Fred. Eilerman, George Bond and Richard Sandow, of the Fire Department, and Mrs. McAulay, and when they reached a point’ near the Gold Ran bridge, Mr. Scott fainted away, gavea few gasps and died. He had been sick for several daya with pleniopneumonia. Wm, Scott was a native of Ohio and aged about 70 years. He was a good citizen, possessed of many sterling qualities, and in his capacity as Oonstable and Nightwatchman, was one cf the best officials this city ever had. He was always looked upon with terror by evil doers, and breakers of the law. Mr. Scott came-here in 1850, and bas and Nightwatchman for over thirtyfive years. : eats In 1861 he went with General Meredith and Nevada Rifle Co, of this city to the State of Nevada to fight in the Indian war and fought until the uprising was completely -quelled.._He gained great honor and won distinction in the many Indian fights: in which he took part. He was a veteran member of Pennsylvania Engine Oo. No. 2, of this city, having joined that company in 1861, and up tothe time of his.death was the oldest living member of the organization. He served in the capacity of Chief for a long time and made an excellent official. When the intelligence of Mr, Scott’s death was made known the bells of the Fire Department were tolled in memory of the exempt and honored fireman, who knew no fear. Will Give a Danee. A Painstaking County Official. been a competent and painstaking official and a harder worker is not to be found anywhere. Io the capacity of prosecuting attorney for the county he has been fearless and determined ia his duties and has made an excellent record. When he saw, in his judgment, that a case should be prosecuted he has taken it up with such energy and skill that during the first two years of his incumbency in office that ont of seventeen felony cases, there were only two where the defendants were acquitied, while duritg the past two years there has ben.but one escaped conviction. And inthis connec tion he has demonstrated to Truckee in particular .his ability by securing convictions for the sale of liquor to Indians—something never done before in the county—and succeeded in al most entirely breaking up the illegal traffic in that town. Mr. Power has conducted the office in @ manner that admits of no criticism, practicing economy without endangering the welfare of county af. fairs or the people. He will have no opposition for the nomination in the convention, and at the polls he will endeavor to increase his majority of four 4 years ago.
