This issue has been with us for five years. It is the issue of all the people. HE first step toward making of the Filipino tribes one people is being taken on a scale which is without a precedent in history. Throughout the Philippine Archipelago American schools are springing up, and within a few years at most, every Filipino child will be going toa school in whtch is spoken a language understood by every other Filipino child. The transformation of the adults from dialect-speaking to English speaking people will be slow, and will never be complete within the life of the present generation, but ten brief years will transform the whole polyglot Babel of Filipino children to an English speaking people, and less than another decade will get these children, “grown up, in control of the new Filipino nation. ‘What countless ages of geographical propinquity and three centuries of centralized government could not do a few short years of Aniefican schools will, accomplish, and the Filipino tribes will be in fact, whatever they are in form, a nation, And when they thus become a nation in fact, it will be time enough to discuss, with them, the desirability of rec+ ognizing them as a nation in form. “They have not a civilized language,” said Senor Buencamino, of bis people, recently. “If President Roosevelt speaks, 80,000,000 of people understand him, but on the other hand, if, for instance, Aguinaldo speaks, none would understand him but the Tagolis.” N. George Byrne, a young man, aged about 28 years, who came over from Truvkee last evening in company with Constable Long and Wm. McDougald, is sadly afflicted. About two years age he had an attack of typhoid fever, and ever since then his mind has ‘been wandering, and he bas had queer imaginations. He thought he was filled with magnetism, and since that time until yesterday, he refused to shake bands with anyone. Mr. Byrne lived with his grandmother, Mrs. Schaffer, at Truckee, but could not aleepin-the house. Since arriving here be has slept well, and says he feels better. In conversation Byrne seems to ba rational and bright, but
