Prosperity the Issue.
HE Republican campaign text book, which has just
recently been issued, presents prospéfity us the /paramount issue of the campaign of 1902. The record is
not of prosperity for one year or two years, but for
five years. It is not a record of prosperity for bankers, investors, or manufacturers alone, Lut for the whole American
people. 1
The record is not of an era’in which the manufacturer
has prospered at the expense of the consumer, nor the met~ ve
chant at the expense of the purchaser, nor the industrial
centers-at the expense of the agricultural districts. It isa
dropped the {bomb.

He slept a few hours this morning, and
with the election of Mr. McKinley to the Presidency, there
would be a renewal of manufacturing activity and a return
to prosperous conditions. The McKinley policy was put in
force in 1897. In the five succeeding years the excess of exports over imports was seven times greater than in all the
one hundred and eight previous years of the government.

was $383,628,487 while the excess in the five years from. this resulted lice change for the better.
March 4, 1897, to March 4, 1902, was $2,707,993,194, the exsays if the improvemeut continues through the day that

There is no gainsaying this record.
sible measure of our producing eapacity under favorable con-,
ditions. We sold abroad in five years more American products by $2,707,993,194 than we bought of foreign products.
This means, of course, that there was a great increase in
wages earned by those engaged ‘in industrial pursuits.
“In the same time the value of the corn, wheat and oat
crop of the country was doubled, and there was an increase
of $250,000,000 in the value of live stock. There was an advance in the price of what farmers had to sell but there was
a correspotiding advance in the earnings of those who bought
products of the farm.
. In 1896 and 1900 the Republican party raised the battle cry of “McKinley and prosperity!” Now it raises the
battle cry, “Roosevelt and prosperity!” There are other
great issues associated with Mr, Roosevelt’s policies, but this
issue of prosperity comes home to every man’s pocket, comes
home to the farm and the workshop; to the investor, the
manufacturer, and the wage earier as well as the millionaire.
This issue has been with us for five years. It is the
issue of all the people. Itis thechild of Republican wisdom
and Democratic folly. “It will not down or off or out, as long
as Republican wisdom and Democratic folly exist.

The First Step.
HE first step toward making of the Filipino tribes one
people is being taken on a scale which is without a
precedent in history. Throughout the Philippine
Archipelago American schools are springing up, and
within a few years at most, every Filipino child will be going
toa school in whtch is spoken a language understood by
every other Filipino child. The transformation of the adults
from dialect-speaking to English speaking people will be
slow, and will never be complete within the life of the present generation, but ten brief years will transform the whole
polyglot Babel of Filipino children to an English speaking
people, and less than another decade will get these children,
“grown up, in control of the new Filipino nation.
‘What countless ages of geographical propinquity and
three centuries of centralized government could not do a few
short years of Aniefican schools will, accomplish, and the
Filipino tribes will be in fact, whatever they are in form, a
nation, And when they thus become a nation in fact, it will
be time enough to discuss, with them, the desirability of rec+
ognizing them as a nation in form.
“They have not a civilized language,” said Senor Buencamino, of bis people, recently. “If President Roosevelt
speaks, 80,000,000 of people understand him, but on the
other hand, if, for instance, Aguinaldo speaks, none would
understand him but the Tagolis.”

Young Man from Trac[SAD AFFLICTION
kee Wandering in
His Mind’.
George Byrne, a young man, aged
about 28 years, who came over from
Truvkee last evening in company with
Constable Long and Wm. McDougald,
is sadly afflicted. About two years
age he had an attack of typhoid fever,
and ever since then his mind has
‘been wandering, and he bas had queer
imaginations. He thought he was
filled with magnetism, and since that
time until yesterday, he refused to
shake bands with anyone. Mr. Byrne
lived with his grandmother, Mrs.
Schaffer, at Truckee, but could not
aleepin-the house. Since arriving
here be has slept well, and says he
feels better. In conversation Byrne
seems to ba rational and bright, but
realizes that there is something wrong
with him and wishes to. be treated.
He went before Judge Nilon this
morning. and the Judge handed him a
commitment, which he read, and said
it was all right. He used to be an engineer on the road. The unfortunate
