Developments being made at the Kirkham

splendid quality and showing some free

There can be no question as to the existence of large and rich shoots of ore in this
mine. All that is needed to make it a paying property is sufficient capital to erect the
Proper machinery and open up the mine,
Mr, Kirkham is doing what he can to develop the mine, but lacks the means necessary to work it as it should. be worked.
If moneyed men had the property they
would soon convert it into a paying mine
that would rank with the best in the district. Several mining experts have examined it and all agree that it.is one of the

Ballot System.
Democrat: The California Legislature has
tinkered with ballot system until the ordin. ary citizen is obliged to employ a guide or attorney to show him how to deposit a ballot for
the party and persons he desires to vote
for. And not satisfied to. permit the law:
relative to salaries and fees to remain in
such manner that they could be understood,
the last session passed two bills, one affecting salaries and one known as the fee Dill.
The changes in the County Government bill
were arranged by comparison in committee
so that they would even up all right as to
salaries and fees. For instance where certain
officers were hereafter to be paid salaries
the fee bill provided that the fees of such be sufficient to give a dividend of fifty cents
officer should be paid into the county treasa share to the owners,

should receive fees. . Governor Budd vetoed
the County Government bill and signed the
fee bill, therefore we are working under a
new fee bill and the old County Government
law. The result is trouble and discord in
many of the counties, the law many times
coming in conflict as to fees and salaries,
Recently a suit was commenced in San Bernardino county against the Board of Supervisors by Miss M. Morgan, to recover $55
claimed for eleven days service as a member
of the County Board of Education, The
result will be watched with interest as it
affects every county in the State, Heretofore these bills have been paid_ withont
question, but when Miss Morgin’s bill
came up this month in the regular order of
business, the District Attorney” refused to
endorse it, advising the Board that under
his construction of the law the compensa~
tion thus earned is a fee which should be
turned into the county treasury. Bills of
this character from county Superintendent
have been paid throughout the State without
question, Should the Superior Court decide that the compensation earned by the
Superintendent of Public Instruction as
member of the Board of Education isa fee
to be turned into the treasury, there will
ensue considerable litigation as the result,
