MANY PAPERS MISSING,
' Secretary of State Waite Makes a
, Report.
An astounding condition of affairs in the
office of the Secretary of State has just come
to light, Discoveries have beea made by
Secretary Waite, who in his report to Governor Markham makes a startling revelation
to the effect that many valuable documents
have been found to be missing ; the records
of the State Secretary’s offices have been
tampered with and otherwise mutilated ;
that valuable sets of books forming an important and necessary part of the complement of the office records have been abstracted, and-'in general, that papers and
documents have been miserably jumbled and
scattered in many places other than -their
proper location. In his report, Secretary
Waite refers to the lax methods which’ characterized the conduct of his predecessors’in
office, whereby through an unwise spirit of
_ accommodation free and easy access to the
vault and arebives was accorded to all applicants, regardless of distinction, He discovered that in a single box containing a
certain class of documents ten papers of
more or less consequence had been abstracted,
and were to ali intents and purposes irretrievably lost. Documents ranging in number from one to five were found to be miss-ing from a great many other boxes. In
speaking of the matter Mr. Waite expressed
surprise that the revelations had become
known, inasmuch as his report to the Governor had not been. officially published, but
he freely discussed the matter with a reporter. ‘‘When 1 took charge of this office,”
he said, ‘‘I saw that everything was ina
fearful jumble: I-noticed that some volumes
_of the Supreme Court decisions were miss—
ing, as were also several copies of the United
States Statutes. When I inquired of one of
the gentlemen who had been employed during the regime of my predecessor, as to the
whereabouts of the missing books, he informed me that he guessed. they had been:
“I immediately issued an order to
the effect that they should allow no books,
documents or property of any kind to be
, taken away; that any person, regardless of
distinction, desiring to examine documents
or other records, should only be permitted
to do so in the office, and within the view
of at least one of my clerks, and that,” said .
.Mr, Waite impressively, ‘‘has ever since
constituted a rule of this office, that has
been inflexibly adhered to. “I have made
not asingle exception, for instance,” the
Secretary contmued, ‘‘a Judge of the Supreme Court came in here one day, and
wanted tu take away a volumn of Supreme
Court decisivus, but I informed him as to
the rule of my ‘office regarding the book’ and
records, and told him that under no cireum_stances could an exception be made, ‘This
“course was necessary tor the preservation of
the State property, and for my own protection as well. ‘‘It had been customary
during the terms.of my predecessors (referring to Dan Burns and Hendricks) for people to go into the vaults, take out a box
filled. with valuable. ddvaments, and -takewhatever the chose, put them in their
pockets, and go ont with them, with the
ostensible intention of going with them to
" the State Library, where they might make
transcripts of them. ,As a consequence,
many of the documents taken in this way:

‘‘In this connection I will also state that in
many instances persons would not take the
trouble to.replace the papers in the boxes,
and at the time of closing up the clerk
whose duty it became to replace everything
had no means of knowing where some of the
papers belonged except by referring to the
index, and this was apparently too troublesome, so you may see how easy it was to
jumble everything.
‘‘Whenever I have found a paper to be
missing I have placed a card on the box wherein it should be and designated the contents of
the document and noted the date of the discovery of its loss.” Mr, Waite and his deputy, Mr. Stevens, have been considerably
distressed over the state of affaiss, and have
spent many weary hours in trying to discover the full extent of the damages to records and the missing papers, but it seems to
be an endless task for them,

out and promenade the squares in that usually becoming and always picturesque uniform. The habit has spread so far as to
_ elicit an indignant protest from the ‘‘Lancet,” which is comsidered’ the leading medieal journal of England. Other papers have
joined in condemuing what they very properly call ‘‘a piece of false pretense and immoral assumption.” They say that’ the

The Case of Abbott for the Killing
of Bennetts.
When court convened this morning Judge
Caldwell read the charge to the jury, which
occupied one hour and five minutes. “At
five minutes past eleven the jury went to
their room for deliberation .
At the hour of our going to press, 4:30
P. M., they had not agreed upon a verdict.
Tuere are rumors on the street as to how
the jury stands, but mamting definite is
known.
One of the rumors is that the jury stands
ten to two, but how it is unknown.
The belief is strong in tewn that they
will not agree upon a verdict.
BALL’S DEADLY AIM.
A. R. Blake Killed While Trying to
Commit Murder.
Yrexa, Sept. 18.—Word has been reo’clock A. R. Blake attempted to shoot
Allee Bail, a mining man, in his house at
the Ball mine, in Salmon River county,
with a pistol, when Ball seized a Wincnester and shot Blake through the heart, kiiling bim instantly. , Blake had been employed ky Ball in prospecting. A. dispute arose
ing $7 more pay than Ball said he was entitled to. Ball offered to pay according to
the time he kept of the work performed,
whith Blake would: not ace-pt, hence the
trouble between them. Blake had threat—
ened several times to kil] Ball ifhe did not
pay and followed Bal] inte a bedroom at the
time of the shooting, armed with a pistol, .
for which he had traded his blankets. Mr:
Ball, on approachitig the door of his bedroom, was admitted by his wife, who had
gotten out of bed. The door was opened,
and Blake also crowded in, when Ball , told
him to go away, as his wife was partly disrobed and that he would go up to the office and settle with him. Blake refused,
and had the pistol in his hand been in good
condition Ball might have been killed, as
the former had every advantage until the
latter secured his rifle. It is claimed that
Blake was not in his right mind and acted
wildly about the matter. . Ball immediately
surrendered to the officers and was examined before Justice. Hughes. _He was acquitted on the penne of self defense.

Mining at Caribou.
J. B. Hobson, the well-known California
miner, isnow running mines at Caribou,
owned by an Euglish syndicate and the
Canadian Pacific. The horse Fly mine produced lately 287 ounces of gold in a run of
106 hours with 900 inches of water. The
Caribou mine produced 302 ounces of gold
in forty-seven hours. It is now proposed
to run the Horse Fly mine with 2,000
inches of water and the Caribou with 3,000
inches of water. :

RUNAWAY ACCIDENT.
Two Young Ladies Thrown From a
Cart This Afternoon.
As Miss Julia Hurst of this’¢ity and Mi
Miller of San Francisco were out riding
in acart this afternoon and were driving
along Boulder street, the horse became
frightened st a funeral procession and
started to run away.
Miss Hurst was unable to hold or guide
the horse and before they had gone far both
occupants of the cart were thrown out. Mi@
Miller was hurt, but how badly could not be
learned. Dr. Tickell was sent for,
The horse started to cross the iron bridge
on lower Main street, but one wheel of the
cart struck a large curbstone, and the force
of the collision threw the vehicle over fhe rail
of the bridge into the creek between the two
